TELEVISION Philadelphia to hand out its own Emmy Awards stroying Levy's economic opportunities. Levy's contract as reserve sports-caster earned him $46,000 from May 1979 to 1980, according to the suit. By SYLVIA LAWLER Television Editor The Philadelphia broadcast market, which encompasses the Lehigh Valley, will become the 15th American city to establish a chapter of the National Academy of Television Arts and Sciences. That means that the Philadelphia chapter will be handing out its own Emmy Awards by 1982. (Remember Minneapolis's Teddy Awards on "The Mary Tyler Moore Philadelphia television station executives and the head of the area's SAG Screen Actors Guild and AFTRA (American Federation of Television and Radio Artists) have been working for several months to get the project off the ground.

Philadelphia is one of the country's most vital television markets, so it was no surprise when NATAS trustees voted the city provisional chapter status. The name Emmy, by the way, was chosen for the trophy back in 1949 as a variation of "Immy," and Immy, accord- ing to television historian Les Brown, was a nickname for the image orthicon tube. (Image orthicon, says the same Les Brown, was a type of camera pickup tube used for mostly black-and-white studio cameras during the '50s and '60s). Still in Philadelpia, that city's Daily News reports that a lawyer for Channel 6 sportscaster Steve Levy has filed suit against Capital Cities Communications which owns WPVI, asking that a restrictive clause in Levy's contract be -stricken. Levy, backup for the solidly entrenched Don Tollefson, doesn't want to continue as bridesmaid when his contract expires next June.

Neither does he like the clause in his contract that forbids him to work in Philadelphia television, or within 50 miles of the station's viewing area for one year after his contract expires, the suit says that restriction is stifling, outrageously limiting and effectively de "Hill Street Blues," which has been doing disastrously in the ratings (64th out of 66 shows this week) will continue on NBC, the network that says it has a comittment to the Grant Tinker MTM production. Its last scheduled run was to be tonight, but after a one-week layoff next week, it will be back on Saturday, Feb. 14. We'll see. In all, 24 awards will be presented by more than a dozen celebrities, including the first couple of "Dallas," Linda Gray and Larry Hagman.

And although the method of selecting Golden Globe winners has been under some attack recently, it remains Hollywood's second most prestigious award competition. De Mille Award. Host for the live telecast is actor George Hamilton, with performances also scheduled by Susan Blakely, Robert Hays and Jean Stapleton.

But the main attraction is the competition itself, with the greatest interest focused on competition for Best Television Series-Drama, where "Dallas," "Hart to Hart," "Lou Grant," "Moviola," "Shogun" and are nominees. In the movie area, "Ordinary People" has won eight nominations, with "Raging Bull" winning seven and "The Stunt Man" six.
