TELEVISION Ah bliss! 'Tinker, Tailor" sans cliff-hangers Channel 39. By SYLVIA LA WLER Television Editor John LeCarre's "Tinker, Tailor, Soldier, Spy" was illuminated by an impeccably restrained performance by Alec Guinness, certainly one of the standouts of my lifetime. Feedback tells us that intricate plotting on the way to exposing a Mole (spy) in the midst of the Circus (British Intelligence) posed problems for some viewers who talked of difficulty in keeping up with the disruptions of six weekly one-hour installments on "Great How would you like to track the exploits of George Smiley and Co. all in one sitting, with no cliff-hangers? You can, during WLVT-39's Pledge Week. And the same for two "Masterpiece Theatre presentations, "Disraeli" and Dostoevski's "Crime and Punishment." A golden opportunity to "see these three PBS series right through, start to finish, on successive Sundays falls into the laps of Channel 39 viewers starting tomorrow.

Part one of tomorrow's fare, "Disraeli," begins at 1 p.m. The remaining three programs in the series will be telecast at 2, 3 15 and 4 20 p.m. the same day. John Hurt and Timothy West can be Latest series to be cancelled (after ABC's "Charlie's is "Ladies Man" with Lawrence Pressman and Louise Sorel, which CBS just moved to Saturday night in a vain efffort to save. "That's My Line" is also in deep trouble, de-.

servedly so. "The Tim Conway Show" is being moved out, but not off, and "Knot's Landing" will be removed for a time to make room for a short run of "Nurse," based on the Michael Learned TV movie that did so well for CBS last year. The network is bringing back the critically-lauded "Palmerstown, U.S.A." for a bit starting March 17 to see if it catches on this time out. Over at ABC, "Eight is Enough" is moving into "Charlie's Angels' Saturday night time slot and a new comedy-adventure, "The Greatest American Hero," goes into the former's 8 p.m. Wednesday hour.

"Hero" stars William Katt, Robert Culp and Connie Sellecca. Story is about a school teacher chosen by aliens to wear a bewildering super-powered suit. (That's what it says on the press release). Most in trouble over at NBC "Buck Rogers." March 22, the final day of Festival '81. Times for the six hours are noon, 1, 2:10, Speaking of Channel 39, here's an alert that after Pledge Week, a four-part series on topics revolving around the aging will be telecast on Sundays.

"Long LifeGood Life," produced by WITF, Hershey, will air at 12: 30 p.m. and cover a variety of topics including prescription drugs, fraud and quackery, special problems of being old, poor and black, housing, and the role religion plays in the lives of the elderly. Beginning April 5. An Allentown doctor writes to respond to a recent item mentioning the dis-gruntlement caused among some viewers by KYW's shift of "Morning Stretch" to 6 a.m. "Several of my patients and I are pleased that "Morning Stretch" has returned to 0600 since they could not participate at the previous 10 a.m.

time," wrote the physician, who asked that we list the various exercise programs available on television. Okay. On weekdays: After "Morning Stretch" there is "The Richard Simmons Show" on Channel 9 at 7 a.m. Richard Simmons holds forth at two other times at 11 a.m. on Channel 51 and noon on Channel 17.

Then there is "Fran Carlton Exercises" at 1 p.m. on Channel 69, and "Lilias.Yoga and You" at 3 p.m. Monday, Wednesday, Thursday and Friday on Reagan cuts for Public Broadcasting, are investigating the idea of signing up with an agency preparatory to getting in to more commercial aspects of the news business. Was it "snowing" at the People's Choice Awards Thursday night? Half the participants looked and sounded cocaine-blitzed. It would be hard to recall when a more bumbling, amateurishly tacky job made it to network television.

CBS would be foolish to give Hollywood columnist Army Archerd and executive producer Bob Stivers carte blanche to run the awards again next year. It was sloppily put together, with abominable, lurching focus and terrible camera cues. Most presenters read the telepromter as though they were seeing their lines for the first time. Judging by the bulk of the show, they probably were. Joan Collins referred to Tom Selleck as "Tom Sullivan," Isabel Sanford acted and Charles Grodin went on and on about nothing, Dabney Coleman made a just-plain-stupid remark after a failing Ruby Keeler made her halting presentations.

Even pros like Carol Burnett and Alan Alda were off their mettle, pulled down as it were to a lower common denominator. Somehow, Archerd got Lee Remick aboard to lend some dignity to the occasion, as they say, but even that didn't help. How she kept smiling we'll never know. Bet she won't be on hand next year. seen again in Crime and Punishment on Sunday, March 15.
