Atty. Henry Reath, counsel for Bucks County judges, said Solicitor Robert White knew of the 1:30 p.m. hearing before Northampton County Judge Robert Freedberg but apparently chose not to appear.

"The way in which the counsel for the county commissioners and the commissioners themselves have acted in this matter constitutes a gross affront to this court and is inexcusable and unprofessional conduct," Reath said. "They have apparently purposely intended to frustrate these proceedings by absenting themselves from this session today." Judge Freedberg said his of ice tried without success to reach White by telephone yesterday morning to learn if he planned to attend. He decided against holding the hearing in White's absence but permitted Reath to make a half-hour statement of his position. The SEPTA plan also includes cutting service to Center Valley, Heller-town and Bethlehem on the Philadel-phia-Quakertown line.

"We're really concerned," said commissioners' Chairman A. Russell Parkhouse, who will meet with county planners and transit advisers within the next two weeks to weigh the use of shuttle buses and other transit alternatives. "These people have been provided with transportation and now they're losing it. I just think that's really a rough deal." SEPTA, which finances the old Reading and Penn Central lines run by Conrail, claims it can't handle the projected $2-million deficit continued operation of the lines would produce. The move comes about because a new state law prohibits Harrisburg from raising its ante to SEPTA for the rail service.

The state contributes $1.4 million to SEPTA'S rail with the state providing another $700,000. The counties of Bucks, Montgomery, Chester, Delaware and the City of Philadelphia also contribute heavily to the rail subsidies. SEPTA spokesman David Murdock said commissioners from Northampton, Lehigh, Berks and Schuylkill counties are not willing to cover the deficit to continue service. The cuts will affect about 530 riders who use the train to go from Pottstown to points north and west. As proposed, the train route will end at Pottstown.
