The allocation represents a 1973 estimate by Conrail to upgrade the branch. Under the Railroad Reorganization Act, Conrail is the contractor responsible for maintaining main and branch line rehabilitation. Through the end of September, Conrail's major rehabilitation and improvement programs were reported on target for those lines not subsidized under the final system plan. A total of 2.8-million ties and 5,800 miles of track were surfaced and 440 miles of rail were laid.

Heavy repairs were completed on 6,424 freight cars and 458 locomotives during this period. Conrail's subcontracting of the Nesquehoning branch line would mark the first time it has provided rehabilitation and improvement assistance to lines under subsidy throughout the nation. Conrail is a private "for profit" corporation primarily operating as freight carrier over more than 17,000 miles of track serving 16 northeast states. It was created to reorganize and consolidate the services of six bankrupt carriers in the Northeast and Midwest. READING The Federal Railroad Administration (FRA) and the Pennsylvania Department of Transportation rail section will be questioned on the progress of authorizing rehabilatory work to the Nesquehoning Valley branch line.

Rep. Gus Yatron's office here said the FRA and PennDOT will be asked to complete action on work to rehabilitate the 17-mile branch line serving industry at the Carbon-Schuylkill Industrial Development Corp. Green Acres East and West tracts and the Tamaqua Industrial Development Enterprise's Tidewood East and West tracts. existing legislation, the branch lines would be subsidized at a 90-per-cent rate the second year and 80 per cent the third year. The subsidy would end after the third year, when the branch lines would be expected to become self-sustaining in revenue and could be taken into the Conrail system.

Shippers on the branch lines would be expected to make up the difference on second- and third-year subsidies. The line was awarded a $147,000 federal grant in October for rehabilitation work under a U.S. Railway Administration allocation to The branch line committee expressed concern at its last meeting this month on apparent delays by PennDOT in approving an application for rehabilitating the branch. The committee was told Conrail "is more than willing to subcontract work," and had submitted a report last summer to PennDOT which "never received a response." The group also questioned the status of funding the project, which would come under a 100 per cent first-year subsidy. Yatron's office said the FRA will be asked to clarify the position of the full subsidy under the three conditions. Yatron has said he favors legislation to extend the full subsidy period beyond the April 1 cutoff date. 08560. Member FDIC A proposed plan for new Bethlehem bikeways is somewhere in the City Hall machinery. Unveiled some time ago, it outlines a $146,573 system running 28 miles through the city's North and West sides. And the new president of Bike, the Bethlehem bicycling organization says his group is pleased with one or two exceptions. More than 350 parking spaces would have to go to accommodate the new system, primarily along one side of Catasauqua Road, Kaywin Avenue and Beverly Avenue, and near Bethlehem Catholic High School.

Also included are a bike route alongside the Monocacy Creek and reconstruction of the former Lehigh Coal Navigation Co. canal towpath for cyclists. "We deviate from the plan in only one or two instances," said Hans M. Wuerth, president and founder of Bike. The group may find out how city administrators like the plan when the budget appears next week, although about 70 per cent of the costs would be borne by federal grants.

One proposal in Bethlehem Senior Planner R. Michael Topping's plan is to eliminate bikeways from New Street between Elizabeth Avenue and Broad Street. "This denies the cyclist an access route to the heart of the city," Wuerth said. There was a bikeway there before and Wuerth said Bike members would like a reassessment of the plan to eliminate it. Bike members also want a Gass One bikeway introduced along the Monocacy Creek from the towpath to Illick'i Mill Road.

It would be "an exclusive bikeway without interference from motor vehicles. It would serve cyclists for recreational use but could also be used for transportatlonal purposes," Wuerth aid. Topping included it in his plan, but was questioned whether such a bikeway could be established there because of environmental reasons, Wuerth added. "I understand Mr. Topping considered an alternate route through city property opposite the municipal golf course lands, but because of the lems of elevation Bike prefers a Gass One bikeway adjacent to the railroad track to Mick's Mill Road," Wuerth said.

Opposition to bikeways, especially in center city, from police traffic planners and motorists led Bike to question their viability. "Bike did some soul-searching on whether bikeways are useful for transportation and recreation," Wuerth said. "We arrived at a decision last spring to fully assist the city in planning for new bikeways. "Bikeways are good. The most important consideration still is safety," Wuerth said.

"All my personal research has shown riding on bikeways will reduce accidents, though they may not eliminate them." Wuerth said bikeways are a modern concept of transportation "whose time has come. The federal government has allocated $45 million this year for construction of bikeways." They also enable bikers to use major streets and promote bike riding. Wuerth said he's no longer sure a bikeway on Main Street in Bethlehem is a good idea, with the change in traffic patterns for the Bethlehem Plaza Mall. That would have to be studied. "But If bikeways can help educate the motorist and cyclist and make a contribution to reducing accidents involving cyclists, I'm all for it." he concluded.
