"We need another Kennedy round of trade agreements that we had in the early '60s that would restore the balance of trade." On the budget deficit Because of what he views as excessive Defense department spending, he proposes to give business schools grants to let them comparison-shop Defense purchases. Richard Jacobs, on the trade deficit: "I think that we have had the dollar propped up by foreign currencies and the American banking institutions.

Since there's been a falloff in the dollar, rapidly increasing export ratio. Need a stable dollar, but I think allowing the dollar to float down to the legitimate trade value is what has to be done." On the budget deficit: He supports a line-item veto to cut the "pork barrel" projects from the budget; use of the Gramm-Rud-man budget-cutting mechanism; and institution of the Grace report, a private study that found ways to save $24 billion a year without reducing programs. He was born In Olive Branch, Mississippi and was the son of the late Phenton Y. and Robbie Britt Blackwell. He was associated for twenty-five years as Life Sales Manager of Combined Insurance Company of America. He was a World War II veteran, serving as naval air commander with the U. S.

Navy. He was active In the Naval Reserve for twenty years. He was serving at Pearl Harbor the day of the attack, December 7, 1941. He received a Presiden tial Citation, the Air Medal and the Congressional Medal of Honor. Mr, Blackwell was a Methodist.

He is survived by his wife, Pa tricia G. Matthews Blackwell, two daughters, Karan Blackwell Couch of Bartlett and Ann Black well Chester of Germantown, a son, William Phenton Blackwell of Memphis, three step-sons, An drew S. Matthews of Seattle, Robert L. Matthews of Temecula, Ca. and James K.

Matthews of Long Island, N.Y., a brother, Samuel David Blackwell of Little Rock, a sister, Robbie Black well Heflln of Warsaw, five grandchildren and one step grandchild. In contrast, while the tax-funded Jackson-Madison County Rabies Control shelter is much smaller, it handles more than 4,000 dogs and cats a year, and room for one more is practically always available: On Thursdays the shelter destroys its homeless and unclaimed animals. Conditions at the Humane Society, worsened by a flood last winter, don't appear likely to improve soon.

The situation is a "catch-22." The group can't raise money for improvements partly because the facility looks so bad, but it can't look better without more money. The Jackson shelter's location, in the flood plain of the Forked Deer River, is one reason for its poor condition, Groves said. She and two other paid workers and a few volunteers are still repairing damage from the flooding in which two dogs died. "Our hope is to move out of this place, find some higher ground with access to utilities and not so far out that people can't find us easily," Groves said. But donations that poured in to the shelter following the flood have nearly dried up.

Reliance on dwindling private donations has left the facility operating in the red most months. The animal housing and office areas consist of a dilapidated row house kennel and two mobile trailers. Sections of a plywood wall were removed from one end of the dog kennel this spring to provide materials for constructing a shelter for the lawn mowers. The organization's budget of approximately $1,500 a month is rarely met, and no funds are available for a down payment on a new location or even renovation of existing facilities.
