So highly charged is the process of drawing new political boundaries careers can be made or broken, depending on where the lines are drawn that the state Legislature failed to come up with a plan and the court stepped in to speed up the process. That the stakes are high was evident yesterday when about 50 lawyers, elected officials and legislative aides showed up for the rare Saturday court session. In an all-day session on the fifth floor of a building adjoining the state Capitol, teams of lawyers argued the merits of a half-dozen proposals to carve up the state or purposes of electing people to the U.S.

House of Representatives. About 15 lawyers sat'in front of the bar representing both parties, elected state officials and two congressmen who have proposed their own plan. "I'm now in a position to understand why the Legislature can't come to an agreement," Craig said after hearing several hours of at times pointed testimony and cross-examination. "Now, I really sympathize with the Legislature." Lehigh Valley officials are worried because the Allentown-Bethle-hem-Easton region could be split and placed in two congressional districts the 8th and the 15th. Easton and parts of Northampton County could end up in the 8th, District, a Bucks County region represented by Democrat Peter Kostmayer.

Kostmayer and Ritter would gain politically from the realignment, although Ritter has disavowed the plan. But the political impact would be to make it extremely difficult for a Democrat from the Lehigh Valley to be elected congressman.

Because the 8th District would be dominated by Bucks County and Republicans would have an edge in the 15th, Lehigh Valley Democrats would be at a disadvantage in seeking federal office. That prospect did not escape the notice of attorney Gregory Harvey, who represented two Republican congressmen whose plan would split the Lehigh Valley. During cross-examination, Harvey asked Freeman if he had discussed the impact of redistricting with former state Rep. Paul McHale of Bethlehem, who has indicated he may run against Don Ritter. McHale's chances of being elected would be diminished greatly if Lehigh and Northampton were in separate districts.

Freeman acknowledged that he discussed the issue with Paul McHale, whose former seat is now occupied by his wife, Katherine McHale. She was in court yesterday but did not testify. Freeman and Karen Ritter based their opposition to redistricting the Lehigh Valley on its regional identity. Ritter said the counties, which have pushed regionalism for a decade, share numerous economic, political and cultural interests. Cited as joint efforts were Allen-town-Bethlehem-Easton Airport, Lehigh and Northampton Transportation Authority, Joint Planning Commission of Lehigh and Northampton Counties, Lehigh Valley Convention and Visitors Bureau and a joint solid waste authority.

Ritter said there are some 225 businesses and organizations that use "Lehigh Valley" in their namps Ritter characterized efforts to divide the counties as "an invasion of the Lehigh Valley," the state's third-largest metropolitan area. In her six years as a legislator, she said, no issue has had such widespread support as the opposition to redistricting the region. Labor unions, the Chamber of Commerce, small businesses and large industries all want the Lehigh Valley to remain intact, she testified. "The community of interest is very strong," Ritter testified. The consummate showman had his listeners hooked almost from the start.

At 84, Calloway does everything his audience expects. He swings. He scats. He hits highs and lows and everything in between.
