Thursday's triumph was his fourth pole this season. Thursday's session was the first under NASCAR's newly imposed sanctions against improper equipment. The penalties were established in light of Richard Petty's victory in the Miller High Life 500 at the Charlotte Motor Speedway almost two weeks ogo.

Darrell Waltrip, who'll line up fifth in Sunday's race in his quest to make up a 67-point deficit to Grand National points leader Bobby Allison, said the change in rules will make NASCAR drivers think a little harder about tinkering with their cars beyond specifications and will keep the competition even. NASCAR driver Neil Bonnet of Hueytown, has a big smile as he relaxes on top of his cor Thursday in the garoge area of the North Carolina Motor Speeclway after winning the pole position for Sunday's American 500. With a practically new engine guiding him to the pole at a track record speed of 143.876 mph, Bonnett has a little time to decide if he'll use that engine in Sunday's race, one of three remaining on the Grand National circuit this year. 'We haven't got that many miles on the Bonnett said. It depends on how much we practice with it whether we run with it or The same engine helped Bonnett win the pole at the Team Spares II 10 Pin Pall II 10 Lady Elks II 12 Foxy Ladies 12 16 Hot Shots 10 II Three Stooges 10 II Rebel Leogue Division l-AA poll tennis NHL By The Associated Press All Times EOT Wales Conference Patrick Division Pts OF GA NY Ranger! 7 1 0 14 34 19 Philadelphia 1 1 11 34 It NY Isles 4 3 0 I 30 31 New Jersey ISO 2 17 28 Pittsburgh 11 0 2 17 31 Washington 0 7 0 0 IS 32 Adams Division Quebec 6 2 1 13 50 34 Boston 4 2 1 9 31 21 Montreal 4 3 0 I 37 31 Hartford 3 2 1 7 21 20 Buffalo 3 3 1 7 24 27 Campbell Conference Morris Division Chicago 2 0 10 31 St.

5-14 20 auto Rosj3, free to negotiate with any team, said he wants to play full time and said he would consider switching from the National League to the American League as a designated hitter. Kansas City Royals General Manager John Schuer-holz said Rose's name "certainly will come up in an evaluation of all players who are available." Several teams, however, were less than enthusiastic. Chicago Cubs General Manager Dallas Green noted that he already had three first basemen and believed at Rose's age it would be difficult for him to play every day in the outfield. "We don't have any place to play him," said Ted Turner, owner of the Atlanta Braves, who had actively sought Rose when he was in the 1978 re-entry draft. "It's pretty hard to promise anybody they'd play every day," said White Sox General Manager Roland Hemond.

"We're going with our young people," said Al Cam-panis, general manager of the Los Angeles Dodgers. During Rose's 16 seasons in Cincinnati, he batted .301, collected 3,164 hits, hit 150 home runs and drove in 954 runs. Rose now has 3,990 career hits and hopes to become the second player in major league history to reach the milestone. Ty Cobb holds the all-time career hit record with 4,191. CINCINNATI (AP) The Cincinnati Reds are interested in talking to Pete Rose about returning to Cincinnati to finish his major league career where it began and reached its heights, but not under the conditions he wants.

"Certainly the Reds would be interested in talking with Pete Rose. But, it seems to be the conditions he has laid down would not fit our situation," said Bob Howsam, the Reds' president. "I can understand what Pete is looking for and why he wants it." Howsam declined to discuss whether the Reds would be willing to meet Rose's salary demands. The team has made a commitment to use young players, another factor than might prevent Rose from returning to Cincinnati. Howsam did say he had talked with Phillies President Bill Giles about Rose.

Howsam also said that the Reds had tried to contact Rose's agent, Cincinnati lawyer Reuven J. Katz, and had left messages for him to call. Rose, with the Philadelphia Phillies since 1979, became a 42-year-old without a job this week when he took his release from the Phils rather than accept the role of a part-time player. Rose, a key member of the The Big Red Machine during the Reds' glory days, became a free agent in 1978 after playing out his option. He signed with Philadelphia.

The Associated Press The managers of the National League division winners in 1983 have new contracts. Los Angeles Dodgers Manager Tommy Lasorda, 56, got an unprecedented reward Thursday for his performance a three-year contract with the club. It was the first multiyear contract ever given a manager by the O'Malley family, first the late Walter O'Malley and now his son, Peter. Although the financial terms of Lasorda's new contract were not announced, it is believed to include a substantial raise over the he made this past season. And Paul Owens, 59, signed for one more year as manager of the Philadelphia Phillies.

Terms were not disclosed. Bill Giles, club president, in announcing Owens' re-signing Thursday said that John Feiske, manager of the Portland farm team in the Pacific Coast League, would be brought in as a coach and groomed to take over as field boss in 1985. "Over the last eight years we've won more games than any other club and we've been in the World Series two of the last four year. I think the man mainly responsible for that is Paul. He told me he wants to manage again, so he's got the job," said Giles.

Owens will relinquish his general manager's role.
