AP Uuarphorat Fernandomania Remember Tug McGraw, the erstwhile Philadelphia Phillies flaky relief sleep, but he evened the series at 1-1. It resumed this afternoon in pitcher? He's not pitching during the National League Championship Series, Philadelphia. McGraw, a veteran of postseason play with the Mets and but he's still a flake.

At left he does his best imitation of Fernando Phillies, was largely ineffective for Philadelphia this season. The club Valenzuela, the Dodger pitcher who beat the Phillies 4-1 in Game 2 dropped him from the 25-man playoff roster, but he has been traveling Wednesday. PHILADELPHIA By tonight, someone's going to be in trouble in the National League playoffs, also known as Death of a Base Hit. The series, tied 1-1, has belonged to the pitchers, and this afternoon the Dodgers sent their most consistent start-; er all season, Bob Welch, at 26 a veteran of six big league seasons, two World Series and three playoffs, against a rookie named Charles Hudson.

"For some reason," Phillies Manager Paul Owens said Thursday, "I'm not con-, cerned about Charles." The reason could be that Owens has no choice. If it weren't Hudson, it would have to be Kevin Gross, the No. 4 starter, or something worse, like Marty Bystrom. Being a No. 4 starter on the Phillies isn't exactly like being tailback at USC.

When the Phillies ran into a numbers problem for the playoff roster, Gross was one of the people they thought about cutting. Welch is typically composed, which is to say he's bopping around to music only he hears. His presence was requested for a mass interview before Wednesday's game. His body complied, but Welch doesn't like those things and his answers tended to come out in single syllables, like, for example, "No." Atypical exchange: "What's the difference between you now and in 1978?" "I'm throwing a breaking ball now and I don't drink." And that was the high point. Afterward, a writer, Peter Schmuck of the Orange County Register, told Welch, "Bobby, I just wanted to make sure I got the essence of your press conference right." Then he showed Welch his notepad, on which was written: Welch: This is a best-of-five series, so whoever loses today is up against it.

If the series was rated even when it opened, or if the Dodgers were considered slight favorites, not much seems to have changed. The Phillies will play the last three games in Veterans Stadium, where they were 50-31, the league's best home rec- ord. The Dodgers beat them 5 of 6 in Veterans Stadium. With the right-handed Welch going after two nights of Jerry Reuss and Fer- nando Valenzuela, Owens finally gets to use left-handed hitters Greg Gross and Joe Lefebvre. Without them, with Joe Morgan's power cut down by the Dodger lefties, without the left-handed Len Ma-tuszek, another hot September hitter who was up too late to qualify for the playoffs, the Phillies have looked more like the team that finished No.

8 in team batting than the one that finished No. 3 in runs scored. Owens was asked if he could pinpoint the Phillies' failure to score against Los Angeles. "Darn right, good Dodgers' pitching," snapped Owens. Although the Phillies haven't hit much in the first two games, the Dodgers are nothing to brag about.

They averaged .206 to .190 for the Phillies. Mike Marshall, who contributed a nice running catch of a liner by Morgan to save a couple of runs in the sixth inning Wednesday night, has left 10 on base. "Sure I'm frustrated," said Marshall, who hit .300 in the stretch. "My defense did not make up for it (lack of offense). I'm like anyone else.

I want to get a hit every time I go up." Right-handed or not, Welch is no day at the beach. In his only '83 game against the Phillies, he pitched a one-hit, 1-0 shut- out to beat Steve Carlton. He had problems with a bone chip in his right wrist and later with bursitis of the left hip and still won 7 of his last 8 decisions. His wrist is fine and he's had time to rest his hip. With Welch going, Pete Rose, l-for-7 in the series, will hit left-handed.

Rose hit .235 left-handed this season, .283 right-handed. No one should be surprised at the lack of offense in the series. "The No. 1 and 2 teams in pitching," said Rose before the opener, "against the teams that were No. 4 and 5 from the bottom in batting." The lineups are similar.

The Dodgers have six players with 15 or more homers, but the only one who looks dangerous right now is Pedro Guerrero. The Phillies stopped pitching around him long enough for Guerrero to break open Game 2 with a two-run triple. That was right after Phillies pitching coach Claude Osteen went to the mound to remind John Denny not to give Guerrero anything good to hit, the two runners on base notwithstanding. "I had no qualms about pitching to Ken catcher. "I think he and (reliever) Willie Hernandez were the solidifying acquisitions for this club," Owens said.

"Joe is one of those players who hasn't, for one reason or another, gotten the chance to play a lot during his career, and I think he probably played more for us than for anyone else in the past. I think that helped him," Owens said. Lefebvre said he doesn't mind sharing the starting duty. "I know what my job is and I just want to contribute," he said. "I know Sixto can do the job when I'm not in there.

"I have to admit, there are a lot of left-handers I just don't feel comfortable batting against, like the Dodgers' Jerry Reuss and Fernando Valenzuela. "I haven't hit regularly against left-handed pitchers since I was in the minors in 1980. When I go up there against a righthander, I feel like I'm in command. I don't feel I can't hit the good left-handers very well but a lot of other players can't, either." Landreaux with the bases loaded," Osteen said later. The Phillies' lineup offers one batter who looks scary, Mike Schmidt, whose first-inning homer won Game 1.

Schmidt is easy to pitch around. A highly selective hitter too selective, say his critics he walked a league-high 128 times this season. The hitters behind him are Sixto Lez-cano, a .239 hitter this season, and probably Lefebvre. Lefebvre hit eight home runs this season. Lefebvre, 27, who broke into the majors with the New York Yankees in 1980, came to the Phillies from San Diego in an early-season trade that sent reliever Sid Monge to the Padres.

Lefebvre wound up the season hitting .306 with 39 RBI, including a .310 batting average, all eight homers and 38 of the RBI while appearing in 101 games for Philadelphia.
