The report of the Postmaster General shows Terr plainly that the portal service cannot be carried on with the present rickety system which admits of no real and practical head and no steady and eonBiatent policy. Congress has bnrthened it with the franking privilege, and with unproductive post routes and needless offices. Congress, under the influence af the lobby, make fight of running a bill through calling for an expenditure of three or four millions by the Post Office for an overland mail to California, which comparatively few persons use one which produces only a few thousand dollars a year. Then, again, the Post Office Department is used as a political and party engine and without regard, in some instances, to its legitimate objects. Mr.

Holt comet into the department at a time when its embarrassments are increased by the failure of Congress to provide for the deficiency in its revenues, and when it is really a question whether and how long it can hobble along. He has shown himself a practical reformer, and if any one can save the department and the postal service it is he. But it is much to be doobted whether Congress, and especially the House, will comply with his recommendations. Tby will not abandon the franking privilege during a Presidential struggle. The estimates cannot be reduced to the scale of the revenue, until the postal reforms shall be adopted.

The report of the Secretary of the Treasury carries us back to the days of economy but can he arrest the progress of the country, which, every year, makes more demands upon the treasury There can be no doubt that the appropriations will exceed the estimates, if the public service is to be regarded. The general opinion here of the McLane treaty is, that it is good for nothing except as a pretext for a war upon Mexico, and that for this object, no pretext is necessary. The President's policy looks to a war, bat he relies upon the Government of Juarez, at Vera Cruz, as an efficient ally in the war. We are to put that Government in power, and then from it obtain oar just rights. The Union Whig and American movement, Started here by Senators Crittenden and Ken nedy, and by the Whigs and Americans of the House, aided by prominent men of those parties from different States, is progressing with vigor. The committee of ten, at the bead of which were Mr. Crittenden and Mr. Conrad, of Louisiana, has taken measures to increase their numbers to the number of federal electoral votes for the Presidency. They will have a member of the committee in each Congressional district, and establish a general intercommunication of opinion and cooperation in action throughout the country, among men of conservative character.

Brown, of Mississippi, and other extremists, propose to assail the President's docrines as worse than Douglas's and those of Douglas were sometime ago stated, on high Democratic authority, to be worse than those of Seward. The President desired to rest the matter on the Dred Scott decision for the present, until a necessity should arise fop the intervention of Congress. This is to be. opposed as fatal to the rights of the South. 'There will be a great debate on this point of the President's message in the Senate, and it will thence be transferred to the Charleston Convention as the point on which the nomination is to turn.

The platform to be insisted upon by some of the Southern delegates, if not all, will exclude every candidate of such moderate views as those presented by Mr. Bnchanan. The President's lecomtEemdations in regard to Mexico will not, is feared be adopted by Congress. The printing question is almost as much ft matter of interest here' as the for it involves political, personal and pecuniary considerations. Nine of the Democratic Senators refuse to go for General JJowman, of the Constitution.

The Superintendent of Public Printing has been authorized to provide for the printing at present. He will appoint Mr. Bowman, and possibly this may be the mode of settling the difficulty. But the Democratic Senators opposed to Bowman say they will vote for the Opposition candidate rather than give their votes for Bowman. Declarations were made in the House by leading Western Democratic members, which place the organization farther off.

They, the Western Democrats, will not vote for a South American. Mr. Keitt had no authority for his offer. "These members will not be transferred. The plan for uniting the votes Republican elements have, therefore, failed.

Thenext step to be taken to organize is to try to induce the South Americans in favor of them to go for Sherman, on condition that they designate the Clerk, Mr. Woodward, of Kentucky. This will suit Ohio. The device of a temporary Speaker, in ordar to pass a bill for the payment of the Post Office creditors, is wanted. An attempt to present a petition from the public creditors, asking payment, was laid over to a future day.
