Cardwell testified that a fund to cover deficits in the program could go broke as early as 1981. The delegate candidates were listed on the ballot in alphabetical order and those at the top of the list got most of the votes. Many of the delegates elected were state legislators and other local political leaders. In some parts of the states, especially the rural areas, final tabulation of the delegate vote was not expected to be completed for another two days.

Altogether Carter picked up 36 delegates, Alabama Gov. George Wallace, one and the other nine are uncommitted. On the Republican side, Ronald Reagan picked up 22 delegates and President Ford, 21. Ford won the popular vote by a narrow margin, but Reagan won in the districts where more delegates were at stake. Among the politicans elected was William R.

Anderson, Waverly, a former 6th District congressman who was selected as a delegate for Democrat Jimmy Carter. Tom Beazley, Dickson, Ford's state campaign manager, was chosen as a Ford delegate from the 6th District. Gene A. Blanton, Gov. Ray Blanton's brother, is a uncommitted Democratic delegate from the 7th District and George Barrett, state Democratic party attorney from Nashville, is an uncommitted delegate from the 6th District.

Jim Free, Columbia, Carter's state coordinator, failed to be elected as an uncommitted delegate from the 6th District, but stands a good chance of be selected by the party leaders. The delegates will have to be ratified by the two parties' executive committees. Ford, campaigning Wednesday in Columbus, Ohio, said he had not decided what action to take to ease the impact of court-ordered busing for school desegregation.
