"Not only are we on the air. but we've got a good sound, and that just tickles me," said J.A. Baxter of WJHR. FM 103. The station went on the air May 9 with a format Baxter and his music director call "easy rock," and the response, Baxter said, has been "overwhelming." Station representatives dropped in unannounced on 17 local businesses last weekend and found 15 of them playing WrJHR, he said.

"We've been accepted extra well." There's a note of relief in Baxter's voice as he talks about getting the station in operation. WJHR has been six years in the making, he explained. First, the Federal Communications Commission had to be convinced Jackson needed another frequency, and once the frequency was approved, Baxter and his colleagues were up against two other applicants for the right to use it. Baxter got final approval for the station Dec. 2 last year, and by Dec.

4 work started on the building off Old Pinson Road. "You don't know what goes through your mind when you get the word you can start broadcasting at 8 a.m. Wednesday," he said. "Many times on the plane to Washington (to FCC hearings), I would wonder if we would ever get on the air." The cost of the six-year effort? "Your life," he said with a laugh. Baxter, a big man with a shock of wavy graying hair, was "born and raised near Medina," but he's spent the last 15 years in Mississippi. He was in the department store business for a while and in construction. He has been station manager and sales manager for radio stations.

His partners are Jerry Hunt, a Jackson native who manages a radio station in Iuka, and Gordon Bostic, a mobile home dealer in Laurel, Miss. Earlier in the game, Baxter and his partners considered a number of other formats for the station black-oriented, gospel or country, he said. But surveys they did for the FCC and for themselves indicated "easy rock" was the way to go. It has taken several months to fine tune the format, he said. "We didn't know exactly what the sound would be until about a month before we went on the air." Gary Mack, music director, describes the sound as "anything from the Bee Gees to Linda Ronstadt to Kenny Loggins." "We try to keep the music in waves, to avoid abrupt changes," he said.

"We try to change tempos, not types of music." The sound is a distinctive one in the Jackson market, said Baxter. "You have to give them something they're hungry for." WJHR plays music "anybody can listen to without offending anyone next to them," and it broadcasts 24 hours a day, he said. "People go to work at 11 p.m. just like they go to work at 7 a.m., and they want to have something to listen to." Of the local competition, Baxter said, "We respect the other radio stations in town. They've been here a long time.

They had their place, and we had to find ours. There's room for all of us." The simple newness of the station has attracted a lot of listeners, he said. With T-shirts and advertising, "we let them know we were coming, and they've been waiting to hear how we sound." The job now is "to keep them listening, to catch their ears," he said. "It'll be a long time before the 'new' wears off, but we're already planning promotions for July and August." The station has listeners within about a 50-mile radius, but is concentrating its advertising efforts in Madison, Chester and Gibson counties, he said. The ratio of advertising to music isn't up to expectations yet, "but that will come," he said.

The station plans to hold advertising to 12 minutes an hour, even though the FCC permits it as much as 22 minutes, he added. "That's another way to keep your listeners." The station carries Mutual Broadcasting Network's national news and plans to add a local news program. It broadcast racing from Fairgrounds Speedway in Jackson last Friday and had "such a tremendous response" it probably will continue the broadcasts, Bexter said. The years of work and planning for the station are beginning to pay off, said Baxter. "You know, we've fought for this thing for six years.

And if I had to do it all over again, I certainly would."
