January 27. 2003 THE DAILY TIMES www.DetmarvaNow.com THE DAILY TIMES GRAPEVINE A Gannett Newspaper Founded in 1886 The Daily Times On Times Square 115 Carroll St. Salisbury, Md. 21801-5421 www.DelmarvaNow.com COUNCIL MINUTES. I have not seen any of the new Wicomico County Council's minutes posted on the Web site.

Has the new president changed his mind about keeping the people up-to-date about what is going in in our county? EDUCATION. Education in this county has to follow stricter guidelines. Re-certification for teachers is first on the list. Teachers who should really leave the field must be weaned out, as well. "No space available" for those who cannot meet the criteria.

LAWRENCE J. JOCK President and Publisher GREG BASSETT Executive Editor RANDY MOONEY Advertising Director ANNE O'CONNELL Controller RAY DeGROFF Production Director WORKING TOGETHER? It is interesting to note almost every candidate for the Salisbury City Council in the past three or four elections has pledged to work with other council members and the mayor to bring about civility and positive change. After each election, the newly elected have been pictured in The Daily Times sharing victory and hope for the future of Salisbury with the mayor. It has rarely taken more than several months for each member's good intentions to be replaced with frustration and defensiveness. The common denominator is not current or former council members, but Mayor Barrie Parsons Tilghman.

FINISHING DADDY'S WORK? I thought our government claimed during Operation Desert Storm that the U.S. military had destroyed Iraq's factories so they could not build weapons of mass destruction. What is all this talk about them having those weapons now? Given that inspectors have not found evidence of such, isn't this just Dubya's plan to finish Daddy's work by doing away with Saddam and helping his buddies in the oil business? INSENSITIVE PHOTOS. The Daily Times went too far and should be ashamed, putting that poor child's family in the paper grieving over their child. People complain about the dead deer, the fish and the children shooting deer That's nothing compared to these photos.

CALL MONTH. The behavior of Salisbury officials resembles that of people on the Jerry Springer Show. Perhaps we should invite Montel Williams down to straighten the whole affair up. FAMILY VALUES. The next time you are wondering what's wrong with this country, take a good look in the mirror.

Family values are disappearing and being replaced with how big a house we want and what type of SUV we drive. Parents are relying on others to raise their children. TEACHERS' PAY. I think teachers should get more pay They are with kids more than most parents are. Put yourself in their place, with 20 or so different children, with different personalities and then say their pay scale is fine.

HOMELESS PEOPLE. What should the police do to the homeless person stopping you from getting out of your car arrest them for being homeless? Or should they go somewhere else and be homeless, so you can feel safer getting out of your car? POLICE CHIEF. Why did Mayor Barrie Parsons Tilghman's supporters condone her actions that removed Police Chief Coulbourn Dykes, at great expense to the city, yet now are taking issue with the City Council holding closed-door sessions to investigate Chief Allan Webster and spending money on attorneys. I guess the process that was good for the gander just might cook the council's goose. 4-TO-2.

1 do not agree with the 4-to-2 legislation. If we are going to live in a college town, we have to learn to live with the students. But they have to learn to be good neighbors. We could not have asked for better neighbors than some young ladies who lived by us a few years ago. Before them, we had a student who did not disturb us with parties, but they took up all the parking spaces.

With tuition going up, they need help with rent. We should let them have roommates. Send us your comments Call 410-749-7171, Ext 333. to record a message. To submit an e-mail, go to www.delmarvanow.com and click on the Grapevine logo.

Most individuals who are paralyzed from a spinal cord injury, especially those with long-term or chronic SCI, usually have problems with muscle spasms or spasticity Such spasticity affects up to 75 percent of the individuals dealing with chronic SCI.

The spasms, which usually occur at just the wrong time and can, sometimes, even be quite painful, most often manifest themselves as involuntary stiffness or contraction of the muscles Any number of situations can cause spasticity to occur. It can occur because of an unusually stressful condition that has arisen to which the individual with SCI must react (even subconsciously); an abrupt change in the position of a limb; coldness or dampness affecting the muscles of the limb; and some minor injury to the limb that, even though it wasn't felt, did cause an injury which the nerves in the affected area did react to as they normally would have. Typically, such spasms occur PaulRendine experience such spasms in both their arms and legs.
