Burial was in the church cemetery with Dilday Funeral Home in charge. Mr. Kirk died Sunday at Medicenter in Jackson after a short illness. He leaves six sons, Learnard Kirk of Ypsilanti, Julian Kirk of Jackson, Ray Kirk, Bobby Kirk and Jessie Kirk, all of Cedar Grove and Ted Kirk of Lexington; three daughters, Mrs.

Mildred McAlexander of Cedar Grove, Mrs. Orene Coleman of Milan and Mrs. Ina Curry of Union City; and a brother, Zelmer Kirk of Bemis. Mrs. McCasland SAVANNAH Services for Mrs.

Belle Thacker McCasland, 75, wiU be at 10 a.m. Wednesday at Mountain View Church of Christ with Mr. Elmer Smith officiating. Burial will be in the church cemetery with Shackelford Funeral Home of Savannah in charge. Mrs.

McCasland died Monday at Eliza Coffee Memorial Hospital in Florence, after a long illness. She was born and reared in Hardin County and was a member of Mountain View Church of Christ. She leaves her widower, Grover McCasland; a son, Fremon McCasland of Savannah; a daughter, Mrs. Robert Marie Love of Savannah; a brother, Ernest Thacker of Savannah; five sisters, Mrs. Bess Reed of Caruthersville, Mrs.

Beulah Boroughs, Mrs. Alice Walker, Mrs. Etta McCasland, and Mrs. Ida Davidson, all of Savannah; a half-sister, Mrs. Myrtle Love of Shiloh; seven grandchild rend and five great-grandchildren.

SAIGON (AP) Nearly three weeks after Communist forces took over Saigon with almost no bloodshed, there still is no sign of a civilian government for the city.

Markets and shops are open, and looting has been reduced. But the banks are still closed, and many residents and offices are hard pressed for money. International airline schedules have not been resumed. Telephone and telex circuits abroad are still cut, although there is cable traffic to Hong Kong and via Hanoi to Paris. The Viet Cong presence appears minimal.

Some observers, say they do not have enough people on hand yet to undertake the management of a city of 3.5 million. There is talk of quick reunification with North Vietnam, perhaps within the year. Mail and telegraph service between North and South Vietnam has resumed for the first time since the country was partitioned by the 1954 Geneva agreement. Most of the troops in Saigon perhaps 90 per cent are North Vietnamese. They hold all the strategic positions including Tan Son Nhut air base and have scores of tanks, armored personnel carriers, artillery pieces, antiaircraft guns and surface-to-air missiles defending the city.

But it is not known how many troops are in the city. Ostensibly the city is being run by the Viet Cong's military management committee, headed by Lt. Gen. Tran Van Tra. Asked at his first news conference, on display near "Looters Sign reads person." will tical meetings are being held; usually one member from each household is required to attend.

Students, women's groups and block committees are being organized, but in a scattered fashion. There have been no visible signs or reports of any reprisals. Acquila Henson of Dayton, Ohio, Ruth Slade of Rochester, N.Y., and Mrs. Enid Sims of Humboldt; a son, John Sims of Flushing, N.Y.; two sons-in-law, the Rev. P.E. Henton and Dr. Walter Slade, both of Brooklyn, N.Y.; a daughter-in-law, Mrs.

Bennie Sims of Flushing, N.Y.; seven grandchildren; two foster grandchildren and two great-grandchildren. The family will receive friends from 7 to 9 p.m. Wednesday at the home of Enid Sims, 906 N. Nineth Ave. CEDAR GROVE Services for Mrs.

Mrs. Kelly died Monday at Carroll County General Hospital after a short illness. She leaves her widower, J. A. Kelly; three sons, Raymond Kelly of Valdosta, Ray Kelly of Hamburg, Pa.

and Larry Kelly of Ridgetop; three sisters, Mrs. Theo Ross of Jackson, Mrs. Susie McAlexander and Mrs. Alene McAlexander, both of Ceder Grove. Laurence Radford GREENFIELD Services for Laurence Radford, 81, a retired groceryman, will be at 3 p.m.

Wednesday at First Baptist Church with the Rev. J.D. May officiating. Burial will be in Morris Cemetery with Williams Funeral Home in charge. Mr.

Radford died Monday night at his home after a short illness. He was a member of First Baptist Church. He had operated Radford's Grocery in Greenfield. He leaves his widow, Lockie Radford of Greenfield; a son, Varlie Radford of Greenfield; daughter, Mrs. Vana Thetford of Kenton.

William Short SAVANNAH Services for William Mack Short, 26, a truck driver, will be at 1 p.m. Wednesday at Shackelford Funeral Home with the Rev. CM. Robbins officiating. Burial will be in Shiloh National Cemetery.

Mr. Short was found dead Saturday on a gravel road in the Olivet community east of here by a nearby resident, said County Investigator Bobby McAdams. There was a single gunshot wound in his abdomen, he added. McAdams declined to elaborate on the circumstances surrounding the death, pending the results of an autopsy, expected today: However, no foul play is suspected, he said. He was a Vietnam War veteran.
