State, municipal and parochial. RAJ BALL'S SOUTHEBS RECEPTION. The enthusiastic reception of the Hon.

Samuel J. Randall on his Southern tour has surpassed expectation. Especially at lonisviiie aiu tne i people appear determined to make amends for the assaults upon him which have been ani mated by the single purpose of disrupt ing the Democratic party. Mr. Randall and his friends have been made to feel that they are heartily supported by the great central States of the South, and have received evidence oneverv hand that I their valiant maintenance of the Democratic platform is understood and appTeciated.

ln' his remarks on the great questio vexata, Mr. Randall has one closer and more distinctly than ever before not to the doctrine of Jefferson and Madison, for from that he has never swerved but to the plain assertion of that discipleship which has been steadfastly professed by the Picayune. He has shown distinctly how those founders and masters of demos racy, and their powerful successor regarded the subject of revenue, how they opposed and repealed war taxation, how they used taxation for the protection of American industry. He has demonstrated that the Chicago platform is the platform of these three first and greatest of Presidents, of Americans, of Democrats. He has recalled the six years of our free trade experience in 178S 9 and pointed out how it induced the first tariff act anted by the father of the constitution and developed our national doctrine of protection.

He lias demonstated that there can be no such thing aasuceessf al free1 trade between two countries having uinerent rates oi business interest, and different wages for light work, because the country having the lowest interest uu wages mast uieviiaoiy arag down the other and absorb the whole of its industrial life blood. He has shown how England has crushed' out the man ufactures of Ireland by the policy of free trade, and how the wisdom of Prince Bisntarck is. building up the ability of the "newborn German empire to live within herself independent of foreign manufacturers by following the sensible fiscal policy of the United States. He has boldly avowed, himself in lavor of what Jackson called a judi cious tariff, what Jefferson described as a discriminating tariff, and what the in teloctnal Silas Wright meant, by a tariff with incidental protection. He has shown that a high protective tariff leads to monopoly and to class legislation, and that free trade leads to direct taxation not a means of raising revenue to which the American people will ever submit.

He has thoroughly analyzed the Democratic' national resolutions on the sub ect of tariff, and has demonstrated that the positions taken therein are sound and clear. The great cities which struck out the eoaception of ILuulalTs Soatht rn holiday toar and followed it up with striking manifestations of popular regard deserve the thanks of the entire Mr. Randall's remarks at the different points of his hospitable reception constitute the best and clearest commentary upon the national platform and the clearest exposition of those principle of Democracy, which, at the present time, are moot liable to perversion' and misrepresentation. which the great free trade emsade of the past three years ha thus far elicited. Besides that gain, whatever shred vestige of pretense for the charge that Randall is in a minority of the party 'may have remained uncontradicted by "the national eonrention is tborourhlr disponed of by the public opinion which clamors after him in his 'tour.

KO DISGRACEFUL EXHIBITION'S. Notwithstanding the failure of the Council to grant permission for the ex hibition of bull fighting at Spanish Fort, it is rumored that the individuals who are interested in the 'shew will endearor to carry oat their purpose. We cannot believe that our municipal authorities will be so regardless of the reputation of New Orleans as to sanc tion the unseemly and barbarous spec tacle, prohibited in all the progressive and enlightened nations of the world. It would be particularly unfortunate at thia time to have the impression go abroad that we have so little regard for the spirit of the age or respect for the public opinion of the united States. And for the benefit of those who eon template an evasion of the municipal prohibition by opening this boll pen in an adjacent parish, we may say that there is a State statute forbidding it which not only punishes those engaged in such uncivilized sport, but.

places it within the power of the citizens to prevent them, and that law will be utilized. It has been on a former occasion suc cessfully invoked in the parish of Jef ferson by oar fellow citizen, Don A. Pardee, Judge of the United States Cir cuit Court. There will not be wanting citizens of like public spirit in other pariahes who will prevent cneh bmtal mad denaoralmTitr apectaflnti CKEATO EMTALf KOT DIFOSSBLK. Blood is thicker than water.

Call it a mere sentiment, if joo will; bat the truth remains all the same that the sen timent rales the world. Take the crown of. England, for example; nothing is clearer than the troth that the right to it has from the earliest beginnings of it rested wholly on the will of Parliament, which has made and unmade kings at its pleasure; and yet the blood of Saxon Cerdic, who landed on the coast of Hani Ordure in 495, and fought many a hard battle with British Arthur, has llowed in the veins of every King or reigning Queen of England from Egbert the Great (MCG to Victoria, except the Dane Canute and his two sons, and William the Norman and his two sons and grandson Stephen. We must probably also except Harold, who was overthrown by the Norman, after reigning less than a year. The Danish and Nor man exceptions are so clearly the re sults of conquests that they do not at all prevent the force of the lesson that the mere sentiment of blood is stronger than almost anything else in men's minds.

When men talk therefore about federation of all the British territo ries, they are not appealing to a power less sentiment. The Chicago Tribune thinks they are. It says that.the practical difficulties of uch a world wide federation of distant shores are very easily found to be in superable upon the slightest examina tion. It sajs that Mr. William Clarke Knows conclusively that the thing is im possible.

Bat we are inclined to the belief that an idea which so persists in the minds of the most hard headed practical radical politicians as does that of federation cannot be excommuni cated ex cathedra, and will not die til) it has been decently strangled. Few would have admitted a century ago that a federation could hold 55,000,000 Democrats and Republicans; yet it does hold them, and can hold ten times their number; The federation of Canada was fought forEby tM has proven a success, and it is now proposed to take in Jamaica: It is rash to under take to predict where, federation; must stop. No doubt it may be contended that the variety of races in India could not be taken into a British federation; but the. population of India is 2S4JS99.516, of which the British portion numbers 125,000. civil and troops).

and such a contention scarcely speaks gainst a proposed federation of the colonies. Canada and Australia could safely be federated witii the United Kingdom; the elements of danger would be no greater after federation than they are now It would be neces sary to restrict the field of exercise of federal authority somewhat rigidly. but it is far from impossible. The craving for some kind of closer onion is increasing and as the Kingdom is gradually, by successive reform bills, brought nearer to a truly republican system of representation in the' Legislature, by exactly those gradations of approach is she coming nearer to the possibilityof 'a sudden expansion which will put a girdle about the earth. 'The flippant, comment" of the New York World, on is utolerable. The extracts' which have reached us in the English papers are sufficient to warrant the opinion of the London Times, which finds it easier to agree with the approbation of Chan cellor Selborne than with the judgment of Tennyson himself.
