FRIDAY, MAY 7, 1982 It's time for Reagan to admit he has made some mistakes NEW YORK - This is the speech Ronald Reagan should make about the U.S. economy today but, alas (politics being politics), almost certainly will not: Good evening, my fellow Americans, and welcome to this early edition of Thanksgiving turkey-talking time. By recent standards, I guess I've been a reasonably straightforward and consistent President whatever you may think of my views but I too have had to hedge and fudge a bit from time to time (or at least I've been told I had to, and I accepted that). I've now come to the conclusion that, given the current state of the economy, such routine political evasions are no longer tolerable. Look, I've goofed here and there, was a darned fool to get into the economic forecasting game. And I should have known better; it's scarcely a breath-taking revelation that the economy regularly makes fools of all forecasters of all economic schools. As we know, the economy was then actually gathering strength for a growth explosion in early 1981. 1 suppose I owe Jimmy Carter an apology for that one but he owes me (and Jerry ford) a few too, so even in this moment of naked truth, I'm willing to let that one pass. Having been so wrong on the negative side in 1980, though, I should, have been a little more cauUous on the positive side in 1981. 1 mean, I really did think I had a terrific program and all that.ibut Wftqpl did I think I was kidding With all those glorious predictions about how we could solve the economic problems of a generation or more without even passing through a recession? Myself, mainly, I guess. I can't really pass the buck to Art Laffer and Jack Kemp and all the other supply alders Who kept implying that everything from sluggish productivity to the common cold would be cured if we eould only pass our income-tax cuts. Oh, I believed in the cuts, all right still do but I realize I should have placed far more emphasis on truly reducing government spending (not juat slowing the rate of increase) and on New England Railroad, which serves the local plant, received a silver medal. The South Buffalo Railway Co., serving the company's Lackawanna, N. Y., plant, was given a bronze medal.
