While other board members remained sympathetic, chairman Robert W. Banning questioned whether Kaenel had not hurt the thoroughbred industry by his actions. "The one point which disturbs me is integrity. Integrity means more in this industry than anything else be- cause people are waging their money on your integrity," he said. Under questioning from his own attorney, Glenn E.

Bushel, Kaenel yesterday recounted his years on the-road with his family, and how he used his earnings to help them out. Kaenel, a native of Omaha, said he began working with horses at the age of 4, when he walked horses and cleaned stalls for his father, a trainer. By the age of 7, he was working in a jockey's room in Lincoln, Neb. At the age of 11, Kaenel said, he began racing at bush tracks where there is no parimutuel betting in Kansas, Oklahoma and Colorado. In 1978, he said, he won his first big race the Watermelon Derby in Rocky Ford, taking in and a giant watermelon.

When he arrived in Manitoba, Canada, last summer, Kaenel said he began work galloping horses. But after a while, with the encourage- ment of other track people, he applied for a license. Helped by an apprentice weight allowance, he won about 100 races at tracks in Western Canada and the United States. BALTIMORE (AP) Underage jockey Jack L. Kaenel was guilty of telling a "white lie" when he falsified his age, not of a crime that warrants drastic punishment, Maryland racing officials concluded yesterday.

The Maryland Racing Commission's Thoroughbred Board voted simply to void the 15-year-old's license rather than meting out any further penalties. Kaenel's license was suspended May 7 after he admitted that he had falsified his age when he applied for a license in Canada last year. Maryland racing rules require jockeys to be at least 16 years old. In making the cancellation of the license retroactive to May 7, the racing board said it was wiping Kaenel's record clean, removing the stigma of a suspension. "I don't like 'suspension' because it connotes something evil," said board member Kenneth C.

Proctor. "There is nothing evil about what this kid did," said Proctor. "I agree that what he did was a white lie." Producing a passport to illustrate how he had once lied about his age, board member Frank W. Cuccia said, "I never thought that was a terrible thing. "Essentially, our philosophies will be the same," Boyle said.

"Simply stated, we'll have a group working hard toward a set of goals that will make the chances of success very high. I don't see much changing." Boyle made another thing clear. "We're in the business of education," he said. "Basketball is a very important extra-curricular activity, a meaningful experience, but I want young men who will maintain academic standards and graduate." Boyle was captain of the 1963-64 team when he played for St. Joseph's as a 6-foot-4 forward.

He is the sixth graduate of the college to coach the basketball team since John Mc-Menamin in 1953. Since graduating from St. tant coach Jim Boyle was named yesterday to succeed St. Joseph's University head basketball coach Jimmy Lynam, who resigned to join the staff of the Portland TrailBlazers Boyle's appointment came less than 48 hours after Lynam's resignation. Although terms were not worked out completely, he is expected to receive a three or four-year contract.
