IN A BAD WAY FOB DRAINAGE. President Hale, of the Sixth District Improvement Association, has -written to tbe mayor and aeked that the attention of the council be called to the insufficient drainage In his district. He asks that apeclal attention be given that portion bounded by St. Charles avenne, Magazine, State and Robert streets. That section, he states, floods after the slightest rainfall, and frequently remain flooded ao completely as to cover the sidewalks for days at a time, thua subjecting the residents to great Inconvenience and loea.

The district had increased constantly in assessment for years and added materially to the revenues of the city yet tbe people were suffering more than If they were a separate corporation. This matter' has been referred to tne water and drainage committee. DRAINAGE LOOKED INTO. Chairman Clark, of the streets and landings committee, has received a report from City Engineer Bell upon the defective drainage in the vicinity of Esplanade and Myetery streets. Tbe idea waa to construct, across Esplanade avenue, at the intersection of Mystery street, a culvert to replace the one abandoned when the avenue was paved with vetrtned brick.

Mr Bell says the cost of constructing a new culvert would be $800, and such relief that would be afforded thereby would depend upon the good will of the owners of the Fair ground. SPRINKLING BETWEEN TRACKS. Tbe cltycouncll passed an ordinance a few years ago to require the various street railroad companies to sprinkle tbe streets through which they passed. The railroads took the matter to court and defeated the ordinance, the highest tribunal deciding the city could not enforce such an ordinance. It was learned that in other cities such ordinances were tried and determined to be perfectly legal, but the requirement waa that the railroad companies should sprinkle between tracks and not the entire street.

Accordingly, another ordinance was passed, bnt still the railroads took no cognizance of Its existence. Recently Mr. Pederaen presented a motion, directing the commissioner of public works to order the different companies to sprinkle, and the motion carried. The commissioner has replied that following tbe maDdete of the council be bad ordered tbe railroad companies to sprinkle, and would notify them if tbey failed to take due notice. REGISTRAR OF VOTERS OVERLOOKED.

Registrar of Voters Colonel ere Gleason called at the city hall yesterday to notify the mayor and council tbat In neither the Claiborne nor the Story budget had any provision been made for the registrar of voters. Colonel Gleason said last year the council appropriated $1500 to that account, which amount had been tsed and besides there was a deficit. The toard would require an appropriation this year of $2900, made necessary by additional duties Imposed on it. Among items could toe mentioned the provision for the rental of aubregistratlon offices, as required under the new law. Colonel Gleason waa advised to go before the budget committee and make his statement.

City Attorney Gilmore argued the First ward counciimanic caae in the supreme court yesterday.

Should tne city into this unit, the mayor will be obliged to order an election by the people for this council man. PAYING FIREMEN.
