He was Joel Barron, son of Mr. and Mrs. Donivan Barron, 2222 Westwood dr.

Deputies said the brakes on the car owned by Kenneth Phelps, 17, Calpella, apparently failed and the car started to roll and the wheel straddled the child, who was playing at the water's edge. The car stopped 50 feet from the shore in four feet of water. The child was treated at Hillside Hospital for scalp lacerations and returned with 1 his parents, who were camping on the lake. Guerneville Man Faces Rape Charge A 25-year-old Guerneville man is in Sonoma County jail charged with attempted rape and contributing to the delinquency of a 17- year-old Guerneville girl. The sheriff's office said the girl reported the incident occurred in her car near her home Thursday night.

She said the man, Melchoir Tripoli, made advances toward her while she was giving him a ride home. Deputies said Mr. Tripoli admitted the attempt, but said he thought the girl was much older. Bowling Equipment Taken from Car Bowling equipment and bowling alley repair tools valued at $755 were reported stolen last night from a car owned by Juston B. 6464 Lone Pine rd. Mr. Heffington said the articles were stolen while his car was stuck in a ditch on Pocket Canyon rd. He said they were apparently stolen by two teenage boys whom he found trying to steal gasoline from his car.

Mr. Heffington said he decided go to sleep in his car when nobody wanted to help him and was awakened by the noise the boys were making while trying to steal gas from his car. Instead of holding the boys for authorities, Mr. Heffington said he asked the boys to go to the sheriff's substation in for a deputy to help him get his car out. Surprisingly, the boys complied with Mr.

Heffington's request. They went to get a deputy, who arrived and took Mr. Heffington to Guerneville. Mr. Heffington believes that while he and the deputy were gone, the boys came back and stole the bowling equipment.

A neighbor of the Kirbys who live on Hearn ave. reported that another neighbor told her that Mr. Kirby had been away from home about two weeks. The first neighbor reported that her son saw Mr. Kirby yesterday morning.

The neighbors reported that Mr. Kirby was "very friendly" with youngsters in the neighborhood. The neighbor reported that the Kirbys had no children that she knew of. Mrs. Jean Kirby told a funeral home that her husband had two brothers, Charles and Ronald Kirby, in Illinois, and that he was a member of the machinist's union.

The coroner reported that Stevenson Equipment officials told him that Mr. Kirby, a tractor mechanic, otherwise known as a "field representative," traveled extensively in his work. Mr. Kirby came to work for the Stevenson firm almost directly from a Eureka equipment firm. The accident occurred at 4:55 p.m.

Council Continues Bond Study The Santa Rosa City Council will continue its study of the city's major needs tomorrow at 8 p.m.

The proposals under review include a possible total of $7,120,000 in general obligation bonds, plus lease-purchase construction of a new city hall and new fire houses, and other matters. The council's 5 p.m. formal sesIsion includes possible action on a resolution of intention to approve a 1911 bond act proceeding which would permit Santa Rosa industrial Park to build about: six miles of street by assessment proceedings. The assessment work, which might run to a $3 million total, according to preliminary estimates by developer Hugh Codding, not work a hindrance on the city's ability to issue general obligation bonds.

Donald Osman HEALDSBURG Funeral services will be held at 10 a.m. tomorrow for Donald Fenwick Osman, 53, who died Saturday following a heart attack. Mr.

Osman was working in the garden at his home, 575 Matheson st. when he was stricken, and was rushed by ambulance to a Healds-. burg hospital where he died an hour later. An autopsy was conducted yesterday. Mr.
