J. DASHIELL Special To The Times Making the transition from sailor to fleet captain was easy for Bill Hand.

A broker at Sea Colony Condominiums, Ocean City, he has been sailing in that area for 12 years. As the Eastern Shore Sailing Association's (ESSA) Ocean City fleet captain, Hand is responsible for 15-20 monohulls with PHRF ratings and (in the planning) two additional one-design fleets the Sunfish and the Ccttcimdrcin He has 18 Wednesday night races in a three Low Point Series (1800), and six Sunday races in a single Fall Series (1400). There is no posted cruise schedule for this fleet. This eager and fast growing group of racing enthusiasts, with return to the Wicomico Youth Civic Center on Thursday. Titan Sports, the promoters, have lined up another Madison Square Garden card for the return fo the pros to the area.

Two championship title bouts head the program. The main event will be for the intercontinental heavyweight belt with Greg "The Hammer" Valentine, the champion, butting heads with "The Junk Yard Dog." The new WWF tag team champions, Nikolai Volknoff and The Iron Shiek will tangle with a couple of tough newcomers to this country, The English Bulldogs. These two are greased lightning. The balance of the card is made up of some of the outstanding wrestlers in the country. Ivan "Polish Power" Putski will meet Matt Borne, while Playboy Buddy Rose returns to the area after a long absence to tangle with Tommy "Wildfire" Rich.

Jim Niedhart goes against George Wells and Boo Bradley will open the program with a tussle with the popular Brett Hart. The bouts will get under way at 8 p.m. Tickets are on sale at the box office at the civic center and all the usual outside i outlets. Boating Fleet Captain Bill Hand aboard the "Jacquies Rival Ivan "Polish Power" Putski eight trainees in ASTA Sail Training races. It will sail the Bay with overnights in Dahlgren, and St.

Mary's. Cost $350. For $425, you may leave Boston, sail, whale watch and have a marine science counselor on board. The Mystic Seaport Museum's schooner; Brilliant, sails regularly in and out of Mystic, on Sunday, disembarking Friday p.m. Cost No drugs or alcohol are permitted and you will need the; ability to work and live in very close quarters.

SAIL TRAINING There are several deepwater ships that offer one-week sail training cruises through the agent, American Sail Training Associa tion. These cruises offer experiences for the studious, the adventurous, the artistic and the athletic. Generally available for youth, 15-26 years, adults are; welcome on selected cruises.

One of the ships, Providence, owned and operated by Seaport '76 of Newport, R.I., will cruise from Alexandria, to Norfolk from June 16-22. This sloop, a replica of John Paul Jones' first command, will participate with Bill at the helm, are having three special races this season. A first-time Regatta will be held July 6-7 at Isle of Wight Bay. Sponsored by Worcester Beer Wholesalers in conjunction with Michelob, it is scheduled as the Michelob Bay Regatta. There will be three groups participating monohulls, Sunfish, Catamarans in a three series race during the two days.

There will be two races on Saturday and one on Sunday. Trophies will be awarded on Sunday at the Ocean Pines Yacht Club. Any interested competitor may call Mike Kelly at 749-4875 or Hand at 641-7708. On July 20 the Ocean City Regat-. ta will be held.

This is the 4th year for the 23 nautical mile Atlantic Ocean race open to members and non-members of ESSA. The South Moon Under Cup, first held in 1983, will begin at 1300 on Aug. 18.
