United States Post Office employee, bartender care contribution in contract talks last year. Alterman said Local 213 feels the city's wage offer was "unremarkable." The proposed four-year contract called for wage increases of 3.6 percent for the first three years and 4 percent in 2007. City officials had said they were shocked that the police officers didn't accept the most recent contract offer. "A tentative agreement was reached by the PBA bargaining committee in the presence of the arbitrator, then rejected by the membership," said Vineland attorney Lawrence A. "The city is very disappointed that this matter was not concluded. The arbitrator will make a final decision following a hearing and it will be binding on both parties." The arbitrator, appointed by the state Public Employees Relations Commission, has tentatively scheduled another meeting for late March. "This will give us the opportunity to present testimony and get something on the table that we can accept," Alterman said. Local 213 has been working without a contract since Dec. 3L 2003.

Alterman said the tentative contract, which called for officers to pay $500 a year toward their $18,156 city-provided health benefit, was reached with "a lot of prodding from the arbitrator.

"The agreement was resoundingly rejected by the rank and file," Alterman said.
