(P) Civil War Possible If Makarios Resigns NICOSIA, Cyprus (AP) Archbishop Makarios will resign as president of Cyprus if the Synod of the Cyprus church insists, despite his overwhelming popular support, informed sources said Saturday. Bank Deposit Surveillance Still Stalled By BILL NEIKIRK WASHINGTON (AP) Almost and a half after the bill passed, the Treasury Department still has put out no final regulations carrying out legislation to detect illegal activity through domestic and foreign bank accounts. A Treasury spokesman said the department has been too busy with other matters to publish the final rules under the law approved by Congress and signed by President Nixon in October 1970. "It's just a matter of priorities," the spokesman said. He said the regulations will be published soon. The Treasury proposed regulations early last year, requiring massive recordkeeping by domestic banks and financial institutions.

When banks complained loudly, the Treasury delayed the effective date of the rules from last Aug. 1 to last Nov. 1. When Nov. 1 came, the Treasury let it be known that the regulations would be out later, probably by the first of the year.

Now, the Treasury is making no promises on when the final rules will be published. The purpose of the legislation is to catch the illegal activity of organized crime carried on through Swiss bank accounts. To do this, however, domestic banks must keep a large number of checks and records of deposits on hand for possible federal checking. "This may hinder, rather help, in retrieving needed information," the American Bankers Association complained to the Treasury. "If you keep everything, you can't find one banker commented.

On Capitol Hill earlier last week, Treasury Secretary John B. Connally was asked about the Nixon administration's success in catching criminals who use Swiss bank accounts to hide their activity. Connally" replied that the Swiss government gives the United States little information, even though the flow of information is better than it used to be. But other countries also have bank-secrecy or partial-secrecy laws. The bill was approved after two years of congressional debate and extensive lobbying efforts against the measure by some of the nation's major banks.

The Treasury spelled out these proposed rules a year ago: -Banks would be required to keep on hand for six years such records as copies of microfilm of checks, money orders, or bank drafts within the United States on each check, loan or currency transaction exceeding $1,000 to persons, bank accounts or places outside the United States. -Banks would be required to obtain the Social Security number of each depositor and keep it on file for six years. -Financial institutions, such as savings and loan associations, would be subject to essentially the same rules. Woman Is Given Dean's Position At Columbia NEW YORK (UPI) The Columbia University School of Engineering and Applied Science announced Saturday it has appointed Carol Roy as the first woman assistant to the dean in the school's 108-year history. With the appointment Mrs. Roy, 28, who school in 1963 as a receptionist, was believed to be one of the highest ranking women administrators in major American engineering schools. Dean Wesley J. Hennessy said he expected Mrs.

More Supplies Dropped To Crippled Submarine WASHINGTON (AP) About nine Soviet ships hovered around a disabled Russian missile-firing submarine Saturday as the sub continued to drift in the stormy North Atlantic eight days after it broke down. 1 g-range patrol The Navy reported, that two bombers dropped 23 packages to the submarine by parachute, the second such resupply effort since midweek. The Class submarine, which carries three 650-milerange missiles, was reported drifting about 900 miles east northeast of Newfoundland amid waves running up to 15 feet and intermittent snow squalls. A Soviet submarine tender was observed Friday by NATO patrol planes based on Iceland when the sub tender was about 400 miles northeast of the sub and on course toward it.
