Lead Paint La Proposed BALTIMORE (AP) Citing an alarming Increase In lead poisoning among the city's children, two City Council members will propose a measure to force property owners to remove lead paint. Lead poisoning "has reached alarming proportions," said City Councilwoman Mary Pat Clarke. "The future generation in this city is literally being retarded to a large degree by reason of the lead paint," said Ms. Clarke, who is sponsoring the measure with Councilman Kweisi Mfume. Eighty percent of children tested in one neighborhood had a higher-than-normal amount of lead in their bodies, she said.

State law prohibits the use of new lead-based paint, but the city's building code doesn't ban lead paint already on ceilings and walls. JMB Auction Set Monday Night SALISBURY The James M. Bennett Senior High School Parent Teachers Association has scheduled its annual auction Monday night in the school's cafeteria. -The event Is the chief fund-raising activity for the cirganization. Planning director Merrill 'J. Burhans says the old code adopted in 1959 needs revision because many of its regulations are hopelessly outdated. The volunteer review panel and the commission has developed special zone designations for areas viewed as unique or with special heeds.

They include the downtown Central Business District and accompanying historic designation, a hospital zone, a college zone, a paleo water channel zone and the Newtown residential historic district. The proposed code has also attempted to revamp sign regulations, reducing the number now allowed in many of the areas of the city where they are quite abundant and vary in size. The goal of the code is to "establish minimum standards for signs in direct relationship to the functional use of property and to the Intesity of development permitted within the zoning districts provided by this (proposed) ordinance. The commission last summer held two hearings similar to the one planned Monday night and found citizens focused remarks on changes in sign regulations, identification of zones where apartments might be built and designations of residential districts. Since then, the commission has refined the code, taking into account citizens' recommendations.

One key issue in the code Includes designation of residential districts based on lot sizes. An R-5 zone would have lots with a minimum of 5,000 square feet. Consequently, R-8 would have lots with a minimum of 8,000 square feet lots and R-10 would have lots with a minimum of 10,000 square feet. In addition, the commission Is recommending that three other zone designations be created where apartments could be built. In an R-5A.

for example, the code would thinks' Is Impossible to do. '(Martin also said he knows a way of avoiding "the split screen phenomenon," all of which will be' part of the book he wants to write.) In about two weeks, Martin will perform at a 12-hour marathon as a benefit for the local March of Dimes. He's hoping his fans will pledge at least a $1 for each 1 million points he scores. In the meantime, Martin will be pondering his strategy for getting the book published. He has the outline already in mind.

It will be sort of like a mystery, with clues of how to achieve the stardom of being a multi-million point player. He not only knows the key to Pac Man, but also its hybrids, Ms. Pac Man, Pac Man Plus, Baby Pac Man and Pac Man Plus. He calls the game "more cerebral, a thinking man's game. I'm by far not the most talented when it comes video game skills.

This game is like a chess match. It took some analysis and a lot of patience to master it." Eastern Shore. He took up the game about a year ago because he was attracted to Its concept. "There's no killing or destroying and you don't need a lot of skills with depth perception and split-second reaction time." After mastering the game to the point of boredom, Martin set his sights on tallying a massive point total to draw attention to his skill as an expert. 'His ultimate goal Is to write a "how to" book about playing a marathon Pac Man session.

For several months now, Martin has been unsuccessful in his attempt to get the attention of a publisher. It seems video game players who claim to be the best are commonplace. Last fall, desperate to find the road to recognition, Martin tried to land a spot on a national TV show which was sponsoring a video game tournament. Martin found out contestants had to be adept at several games but he learned from talking to one young man that the only way to get a book published Is to be recognized as a legitimate world record holder. Martin dropped a token in a Pac Man game at the Golden Dome arcade on South Salisbury Boulevard at 5 p.m.

Feb. 13 and quit at 1:21 p.m. Feb. 14. Martin says the secret to becoming immersed in a marathon session is solving what he calls "the split screen phenomenon." After completing 255 different mazes for a maximum 3.2 million points in about five hours, the game will produce a screen that has only half a maze.

The rest of the screen displays complicated computer language codes that makes it appear to be broken. Martin said sly programmers put it in the game to block players from scoring any higher. But after he receives certification today from the Gulness world record keepers, you can officially call him "the best." Les Martin Is his name and Pac Man is his game. The 25-year-old college student from Princess Anne Is scheduled to receive official recognition today that will prove he is the best Pac Man player in America.

How good is he? About a month ago he used Just one token and played for 20 hours and 21 minutes without stopping. He made only four errors on his way to 12,719,060 points, a total he calls "utterly ridiculous." The only reason he quit was fatique and besides, you can only go so long without visiting the men's room. Martin is a computer science student at the University of Maryland Police Beat Salisbury Man Crushed To Death I SALISBURY Maryland State Police are Investigating the death of a 40-year-old Salisbury man who was killed at the Campbell Soup Co. on West Road here Friday night. 1 The man, who police would not Identity because his family has not been notified, was employed by Eastern Disposal of Delmar, which was under contract with Campbell Soup.

I Police said as he was loading some rubbish from a large dumpster, he apparently got caught between the 'dumpster and a forklift and was crushed. His body was discovered around 10:30 p.m. by an employee of the company. Welder Stolen In Preston PRESTON The state police in Easton are Investigating the theft of a $1,000 welder. Police said a portable welder was taken from John Rollick's residence In Mobile Manor Trailer Park on Marsh Creek Road sometime between Tuesday and Friday.

Based on the $27.6 million collected in Somerset, Wicomico and Worcester Counties during the period, the Maryland Retail Sales Tax Division's annual report indicated a 10.8 percent increase above the $25 million collected during fiscal 1981. Turkish Writer On Trial ISTANBUL, Turkey (AP) Aziz Nesin, one of Turkey's best-known writers, has gone on trial on charges of advocating a Marxist regime in Turkey.If convicted, he could be sentenced to a prison term of eight to 15 years. Philippine Massacre Probed MANILA, Philippines (AP) Defense Minister Juan Ponce Enrile has ordered an investigation of allegations that soldiers massacred 11 people in the southern Philippines, the Defense Ministry said Saturday. Mexico Seeks Loan Moratorium MEXICO CITY (AP) Mexico has asked Its major creditors for a five-month moratorium before resuming payments on the principal of more than $83 billion In foreign debt.

The Treasury Ministry said the moratorium the third sought by Mexico In five months would affect about $20 billion in debt scheduled to mature between Aug. 23, 1982, and Dec. 31, 1984. Mexico seeks to reschedule the debt to make payments over the next eight years, with a 4-year grace period, a ministry statement said Friday. Only interest on the debt would be paid In 1983 and 1984.
