12-Vineland Times Journal Sept. 19, 1973 Censured ed State Health Advocate Asks Governor's Help TRENTON (AP)-Dr. Oscar Sussman, head of the State Health Department's Consumer Health Services, has asked Gov. William T. Cahill to intervene in his dispute with Health Commissioner Dr.

James R. Cowan over the inspection of health care facilities in the state. In an open letter to Cahill which he personally delivered to the governor's office, Sussman charged Tuesday that Cowan was keeping him from doing his job of protecting the health of patients and inmates in state and other institutions by taking away his power to close eating facilities in those places. Sussman asked Cahill to determine whether there was "misfeasance, malfeasance and non-feasance in connection with the operations of the state institutions and with the licensing of public and private health care facilities that are obviously misleading and perhaps even High-Rise Proposal Revived (Continued from Page 1) there to Authority commissioner Gladys Wiseman suggested that Densevich should "talk to his fellow councilmen" to find a solution. George F. Kugler who has backed Cowan in ruling that Sussman does not have authority to close health care facilities. Sussman said such a move would cost him too much money. But he conceded that he would not have to hire his own attorney and it would cost him nothing to file a criminal complaint. In his letter, Sussman said that "more than 700 licenses have been issued to health care facilities in this state without a proper sanitary inspection." In response, Cahill charged Sussman with being "more interested in personal publicity than in correcting the conditions he claims exist." Ware also pointed out that during the same time the Camden Diocese of the Catholic Church had proposed to build a senior citizens project on south West Boulevard at Luciano ave. "I don't know exactly what happened between the church and the city but I do know that they lost $4 million in funding because they could not get a building permit," Ware said. "I personally believe Dr. Sussman has been unnecessarily alarming the families of these patients in our state the governor continued. He said he would meet with Sussman Friday to "advise" him. Cowan with implied threats he could lose his job. Asked how long he could tolerate his present status, he replied, "At least until January 1." The Cahill administration leaves office in mid-January. Sussman also said the attorney general's office had failed to act on several requests to seek fines against those food service establishments that violate the state sanitary code. He said he tried to work within the department to enforce the law but found he could not. Meanwhile, the Health Department announced that the bakery at Greystone Park had been allowed to reopen following a reinspection. The department also announced it had closed the main kitchen at Wesley Manor, Ocean City, which is run by the Methodist Homes of New Jersey.

Only that portion of the kitchen required to prepare food for persons on special diets was allowed to remain open. The kitchen was found to be roach and rodent infested, had dirty and other unsanitary condiequipment tions. The department also closed the kitchen of the Society Hill Rest Home, Camden, and ordered the F.D.A. Hollingshead Moorestown, a food warehouse, to stop violating the sanitary code.
