Vineland limes Journal 3 Oct. 5, 1983 Agents Rap Car Insurance Reform Laws Vineknd-Bridgeton Pike To Become IS, J. Route 56 (Continued from Page similar to walking into (an ice cream store) and selecting from 755 different flavors, People will reduce their coverages to reduce preminums and when they get hurt the agent will be the bad guy again." Sawyers said reform should be geared to eliminating fradulent claims. "Until we do something about the cheaters in the system we will old options. "The AIA has suggested amendments to make it crystal Merin said.

"The way it is now, it's not that clear. But its been reviewed by house counsels, the attorney general and attorneys specializing in insurance cases and they're satisfied it will do what it says." Wesley S. Caldwell, AIA vice president for the New York New Jersey region, said the law could be read to mean that if a driver with a $1,500 threshold collides with a driver with a $200 threshold, one of those minimunis would apply to both although it is not clear which policy. Also unclear was what lawsuit threshold would be considered in an accident if a driver has a $200 threshold policy and if a passenger happens to be the owner of the auto and has a $1,500 threshold by the first of next year, said Na-dia Harris, DOT'S area coordinator for community involvement. Transportation department attorneys are reviewing the ownership transfer, Harris said.

Several years ago, Fisher asked the state to acquire the road. At that lime, transportation officials said that would happen if the county repaired it and brought it up to DOT standard. Since then, the pike has been resurfaced. Harris could not explain why the state wants the pike and said DOT "doesn't get anything" by owning the road. The takeover has been approved by the New Jersey By DODIE MURPHY WAGNER Staff Writer BRIDCKTON Cartographers, prepare to revamp Cumberland County maps.

The New Jersey Department of Transportation plans a takeover of the liridgeton-Vincland Pike portion of Landis Avenue. The acquisition is expected to save Cumberland County taxpayers "thousands and thousands" of dollars of yearly road maintenance costs, according to Freeholder Director Charles Fisher. Officially, the pike will be called Route 5(i when DOT owns it. If the legal work goes without a hitch, the pike will become a state road "An insurance policy reflects current medical costs and fees, today's legal fees, costs of auto body repairs and how insurance companies invest their money," Connolly said. "I think the public has to recognize these factors." Connonlly said he could not imagine local agents advising motorists to relinquish a portion of their rights in order to save a small portion of insurance premiums.

Referring to the provision where health insurance companies would be responsible for part of the medical expenses, Connonlly predicted increases in Blue Cross premiums and other health insurance carriers. The governor said yesterday that he would continue to try to amend the law to include a a medical fee schedule. The schedule would set standard medical payments for certain types of injuries In a further effort to cut auto insurance costs. The new law becomes effective Jan. 1 and all motorists will be given renewal options by July 1.

Kean's office said that options available under the legislation would cut premiums for each car insured in New Jersey, where the average premium is $666. But T. Lawrence Jones, president of the American Insurance Association in New York, claimed that the wording of the threshold option may increase costs. "Savings will go to those who purchase less insurance coverage," Jones said. "Bui those who buy the same coverage (that they have now) can expect to pay the same, if not more." Kean, meanwhile, said thiit he would veto a bill guaranteeing a minimum $100-a-year savings to each person if that measure is passed by the Assembly.

The state Senate voted approval early Tuesday. Other cost-containing measures in the bills he signed include new provisions that would allow motorists to choose higher deductibles for collision and comprehensive coverage; a system of arbitration, instead of court action, for lawsuits of less than state licensing of auto body repair shops; and a measure forcing insurance companies to disclose their finances. Kenneth Merin, a counsel to Kean, said that the American Insurance Association's complaints about the reforms centered on the law's language describing thresh- not be able to significantly reduce costs," he said. One provision of the new bills is 1 the licensing of auto body repair 5 shops, a move which Sawyers re- "Licensing of body shops is an-; other way to put more people on the state payroll," he said. "Soon 2 we will need a license just to cross a street in New Jersey." Other features of the legislation require all drivers to continue to carry liability coverage; allow de-; ductibles in the no-fault coverage under which a driver or his health insurance company would be re- sponsible for part of the medical and permit an option that would allow less expensive cover- If you can afford a sitter, you can" NOW TAKING APPLICATIONS afford OUR PRE-SCHOOL rXaee if a motorist aerees to return ms msuror 20 percent of anv and suffering" award.

Although Conners said New Jersey drivers may be "a little better off" with the new law he Indicated that the state could have done more. "I think a 'medical free' schedule should have been included in the bills and the $1,500 threshold should have been mandatory," he said. A. William Biondi of Biondi-Hin-negan Insurance Agency, said he could not see an actual savings.

"I do not feel that a rate reduction achieved through a reduction In coverage is a true savings," Biondi said. "The entire auto insurance system in this state needs a major overhall." Biondi also predicted confusion among consumers because insurance companies will offer hundreds of policy combinations next year. "Reforming the system is easier said than done," Biondi remarked. "We all agree on the problems but there is wide disagreement on the proper solutions."
