This Street has been a notoriously bad thoroughfare for years, and Its Improvement has betn urged by all who use it. 7. Improvement by assessing abutting property would virtually confiscate many homes, as these lots lay the long way on the street. 8. This Street is used principally by men employed at the Panhandle Shops, who do not live or own property along the street, and who would pay nothing if the street is built by assessment but who would pay their share if built under ths Three Mile Road Law.

9. Seventeenth Street is a main thoroughfare from the southeast part of Cass County into tie main part of Logansport. The petition IB signed by hundreds of men women, business, professional, merchants, bankers home owners, mechanics, etc. 11. This improvement is a direct benefit to the entire City, and helps every home owner, laborer and business man.

The cost on the basis of recent contracts would be about two cents on the hundred dollars of tax appraisement, to pay the principal.
