"There has been some patron confusion," spokesman James Al-money said of the second toll increase in the turnpike's 29-year history. Tolls for passenger cars driving the entire length of the turnpike increased from $2.25 to $2.70, Almo-ney said.

The toll increase averaged about 15 percent for buses and 30 percent for trucks, Almoney said. The spokesman said the 6:30 a.m. effective time coincided with a shift change. Persons driving onto the turnpike after that time were handed the new toll cards, he said. The turnpike's previous toll increase occurred on March 23, 1975, Almoney said.

POMONA (AP) A display of modern aircraft and perhaps a visit from President Carter will mark the May opening of the new $50 million headquarters building at the National Aviation Facilities Experimental Center. Joseph M. Del Balzo, director of the Federal Aviation Administration test facility, said the building would be dedicated May 29. He said the facility would mark the opening with a new heliport at the Atlantic City Airport section of the base, the opening of a visitors center and a display of military and commercial aircraft.

The new building replaces about 35 World War II-era structures at the facility. Officials said that President Carter, who broke ground for the new building last September, has been invited to preside at its dedication. The ceremonies are scheduled for less than a week before the New Jersey primary. Meat Companies Face Charges NEWARK (AP) Three wholesale meat companies have been charged with violating the federal Meat Inspection Act. Fulton Meat Market in Trenton was charged Tuesday by the U.S.

Attorney's office with selling 1,600 pounds of ground beef prepared with too much water and Frus-cione's also of Trenton, was charged with selling 400 pounds of ground beef containing a soy derivative, said Assistant U.S. Attorney Ronald D. Brown. A third company, Triolo Brothers, Inc. of Wrightstown, was charged with mislabeling 2,500 pounds of pork lungs, a by-product often used in head cheese, said Brown.

According to federal regulations, shipments of pork lungs must be marked "not fit for human consumption," he said. The product allegedly transported by Triolo Brothers was not marked, said Brown. If convicted, Fulton Meat Market faces up to $7,000 in fines, Fruscione's Inc. faces up to $4,000 and Triolo Brothers faces up to said Brown. USS New Jersey To Philadelphia? WASHINGTON (AP) The USS New Jersey, the World War II vintage battleship which may be coming out of mothballs soon, should be transferred from Washington state to the Naval shipyard in Philadelphia, Rep.

William Hughes said Tuesday. The Ocean City Democrat wrote Navy Secretary Edward Hidalgo that the region could use the extra jobs that gos with revitalization plans. He also said New Jerseyans would be better able to view the ship if it were in Philadelphia. The House Armed Services Committee recently authorized $225 milion to take the New Jersey and several other ships out of mothballs and prepare them for active duty. The New Jersey, which was used in World War II and the Korean and Vietnam wars, is currently in Bremerton, Wash.
