Hawk replied. Hawk agreed that "traffic problems are a legitimate concern," but assured the residents there would not be a lot of "in-and-out" traffic other than routine arrival and departure of workmen at the beginning and end of each workday and periodic deliveries of building materials during the 12-15 month construction period. Planning board President Michael Pantalione pointed out that all such traffic will end once the building is done.

Hawk also explained the reasons for the three variances granted at Monday's meeting. The orientation of the building away from the street "is best for functional use and easier for actiw ities and jobs between the two (high-rise) buildings," Hawk said. The security fence was deleted from the plan, Hawk said, "because no other property has one" and "the people would feel isolated." The revised plan proposes that a hedge be planted instead to provide a "natural rather than a man- Andres Delgado, of Vlneland, died Monday at Newcomb Hospital after an extended illness. Born in Guayama, Puerto Rico, he was a Vineland resident since 1972. Mr.

Delgado was a retired painter. A veteran of the U.S. Army he served in World War II. A member of the American Legion, he also was veteran of foreign wars. Surviving are his wife, Minerva of Vineland; three sons, Frank of Vineland, Rudolph of Masa, and Andres of N.Y.C.

One daughter, Andrea Delgado of N.Y.C. Eight brothers, Rafael, John, Guillermo and Rodolfo all of Puer Joseph C. Brown, Joseph C. Brown, 79, of 604 N. Tenth St.

died Sunday in Millville Hospital. Mr. Brown was a retired employee of the Kimble Glass Co. in Vineland and was a member of Second United Methodist Church. Surviving are a son, Robert of Millville; three daughters, Marion E.

Barton and Grace Riggin, both of Millville, and Doris Cossaboon of Lake Worth, three brothers, Melvin of Deerfield, Franklin Burans of Chatten and Nicholas Burans of Hoboken; two sisters, Evelyn N. Chard, Evelyn N. Chard, 52, of 1721 East Main Street, died Monday in Millville Hospital after a brief illness. Born in Port Elizabeth, she lived in this area her entire life. Mrs.

Chard was employed by Kerr Glass Comapn as a box maker for 19 years. She was a member of the Port Elizabeth Methodist Church, the VFW Ladies Auxiliary and the Glass, Pottery, Plastics and Allied Workers Union, Surviving are her husband, Sa-lum E. Chard; one son, Albert E. of Millville; five daughters, E. Naomi Lindsay of Waco Texas, Lindy M.
