The ceremonies and speeches wrapped up a five and a half month waiting period since the deal was announced last August. After resisting hostle takeover attempts, the Evening News Association invited the friendly merger with Gannett, the nation'slargest newspaper publisher. At a luncheon for 80 news executives and editors yesterday, Neuharth, 61, compared their fierce circulation battle with the Detroit Free Press to a ballgame, which The News has won, based on its circulation and advertising leads.

With added help from Gan-nett's corporate resources, he pledged that The News "will win the playoff and retire the He added later, however, that he believed both competitors could survive. "I expect and I hope that this will be a two-newspaper market during your lifetime and mine," he said. Neuharth was introduced at the luncheon by Peter B. Clark, outgoing chairman and president of the Evening DETROIT The Detroit News and its parent company, The Evening News Association, were merged with the Gannett Company and a new management lineup puts Gannett chairman Allen H. Neuharth in direct contol of The News.

Neuharth told staff members yesterday that he is now chairman and chief executive officer of The News. He also created an Office of the Chairman consisting of himself, two other Gannett executives and two News executives to guide daily operations of the paper. Among other properties, The Evening News Association owned the Vineland Times Journal, Millville Daily and four Atlantic County weekly newspapers, which now become a part of the Gannett chain. "We have assembled a team that we think will in-hance the leadership position of The Detroit News in this market," Neuharth said, in a series of meetings. Guests greated Clark, whose great grandfather founded The News, with a standing ovation. That tribute was repeated several hours later by several hundered reporters, sales people, editors, librarians, secretaries, maintenance years. Clark, 57, commented that he would not say goodbye, since he will serve as a consultant to Gannett.

"You ain't seen nothing yet," he told staffers. "What has hap-pended up to now is just a beginning. Earlier in the day, Clark said The News be stronger because of the resources the Gannett Company will be adding resources of money, personnel, talent and energy. And it will be stronger specifically because of Al Neuharth's leadership." While continuing to work primarily from Gannett headquarters in Arlington, Neuharth said he expects to visit Detroit each week to be "actively involved in the policy making and implemen-taion of the policy on a day-today, week-to-week basis." 'Whatever your structure is, in business or any kind of organization, somebody has to be in charge," he explained at the private Detroit Club lunch. "I thought that over very carefully, and I picked me.

Neuharth, widely described as a hard charging and daring executive, is credited with building Gannett into a media giant. Since 1970, when he became president, the corporation has more than doubled its number of properties. In describing who will run his firm's newest acquisition, Neuharth pointed out that news gathering and opinion page operations remain under the direction of Lionel Linder, 54, who joined The News in. 1977 and has been an editor for three years. "Under Gannett's policy of local automomy, editor Lionel Linder will continue to be in charge of the news and editorial content of The News," Neuharth said.

Linder reports directly to Neuharth and joins three others, who will run the paper with Neuharth as members of the Office of the Chairman. The others are: Robert Nelson, 61. who has been president and publisher of the Detroit News. He becomes a special assistant to the chairman. Maurice L.
