We have borne a willing testimony to the fidelity with which more than one Administration of our Government, in spite of the annoyances we have met with, in onr intercourse with Cuba, has main tained the neutrality and good faith to which we are bound by treaty oblications with Spain. Secretary Marcy, in his despatch to Mr. Soule, then Minister at Madrid, under date of July 23, 1853, wherein he says that our neutrality laws are now as strong as they can be made without jutt interference with the rights of the citizens.
