EARTH, WIND FIRE: Electric Universe (Columbia) tiresome. Both of these albums are good from the standpoints of polished production and musicianship. However, had Bailey contributed some of his tunes to LP (on past albums he often had writing credits), you would have had one great album. Of course, this way, quality isn't the only thing that suffers. Fans will have to buy both DARYL HALL AND JOHN OATES: Rock'N Soul Part 1 (RCA) tale of is his fourth outing with the Coconuts and continues the chronicle of Kid Creole's od yssey, and though it has its moments conscience-pricking tunes like "Under -achiever," "There's Something Wrong in Paradise' and Bongo Eddie's Lament" and a handful of clever lines it doesn't match the best songs on last year's "Wise Guy" LP.

But what I really want to know is why, if Kid Creole has such an enlightened social outlook, does he include an apparently straight cover of Jimmy Soul's obnoxious pre-femi-nist prescription for marital bliss, "If You Wanna Be Happy?" Dummkopf. critic, and Detroiter Don Was supplemented by a slew of famous and not-so-famous guest stars spent a lot of time (far too much, apparently) making this fol-lowup to 1981's self-titled debut, which featured a brilliant skewering of the Reagan mindset, "Tell Me That I'm Dreaming." "Tornadoes" is full of gaseous, scatterbrain ideas and freeze-dried, ultra-chic hip-ness. With a roster of guest vocalists which includes Mitch Ryder, Ozzy Osbourne Doug Fieger (trivia fans and guilt-ridden critics will remember he sang for The Knack) and Mel Torme the. album is truly schizophrenic. Ryder holds his own on the raucous, if stilted, rocker "Bow Wow Wow Wow," and Sweet Pea Atkinson, the gritty soul singer who distinguished himself on the first Was (Not Was) disc and his subsequent (and grossly overlooked) solo debut, salvages Knocked Down, Made Small (Treated Like a Rubber Ball)," and Harry Bowens, who is more of a smoothie, does the same for "(Return To the Valley Of) Out Come the Freaks." But hearing Ozzy do a bat-brain-level rap; Fieger ape Genesis and Cheap Trick, and Torme parody his own cocktail jazz tunes, you get the feeling there's a lot of laughing going on here at anyone unfortunate enough not to be in on the joke August Darnell, the Bronx native who created the Kid Creole persona, has been making "mulatto music" (his blend of pop-disco-funk is alloyed with big band and Carnbean elements) since the mid-'70s, when he was part of Dr Buzzard's Original Savannah Band.

This LP. "a Grand Rapids, whose brothers are in funk band Switch, seems to be too overt an attempt to cash in on Michael Jackson's sound. "Be My Lady" sounds a lot like "Shake Your Body," with an almost identical bass line. The songwriting suffers from too much emphasis on electronic keyboards without any release through a rhythm guitar riff or lead guitar solo. Also, the melodies are unexciting and the arrangements are repetitious.

But "Time," with Eldra, who produced the album and shares lead vocals with sister Bunny, is the song here. Get the single, but if you can't find it, it may be worth buying the album for this bright paean to youthful romance, optimism and commitment. The hits are arranged generally in chronological order, making it easy to hear the pr6gres-sion of from a Philadelphia soul duo to a hard-to-categorize hit factory.

Say what you will about their artistic integrity, but over the years, have cranked out some of the best pop this side of Motown. The two new cuts on "Rock'N Soul" represent further development, with "Adult Edu cation featuring surprise of surprises the return of the strumming rhythm gui tar. Others may make more respectable stuff, but I could care less when these hits are spinning and I'm on the dance floor or cruisin' down a highway. DEBARGE: In A Special Way (Gordy) ARGZ This album contains one great song, I ime Will He-veal," and eight other cuts which are frustratingly mediocre. The third album from this young family group from 1 ft1 PHILIP BAILEY: Continuation (Columbia) Here's an oddity: leaves behind the cosmic subject matter, the usual arrangements and harmonies and gets physic(s)al with the dancefunk hit "Magnetic" from its new LP, "Electric Universe." Ironically, "Continuation," the solo debut by Bailey, who with Maurice White is lead vocalist and producer, sounds more like standard With "Magnetic," using a techno-funk mix and lyrics that are, well, downright earthy, has produced one of the most exciting cuts of its long career.

The other nine cuts, such as the soaring ballads "Could It Be Right" and "We're Living in Our Own Time," are more in the pattern musically. But backs away from its lyrics of cosmic self-importance even while the music is strictly hightech. Several of the songs, especially the title cut and "Sweet Sassy Lady," are in the soundtrack rock style of Michael Sembello. This LP isn't great, but at least it's different. Bailey's album will appeal to fans, and features several guest artists, including Sembello on guitar; Den-iece Williams in a duet on the ballad "It's Our Time," Sister Sledge as backing vocalists on "Desire," and George Duke, whose keyboard and synthesizer part turn "I Know" into the album's best cut (you may have heard and seen this one on MTV).

"Trapped" is the kind of big ballad usually does and "Vaya (Go With Love)" is the type of midtempo tune the band is known for, with splashes of horns and synthesizers after the fifth measure of each verse. KID CREOLE AND THE COCONUTS: Doppelganger (ZESire) I always thought that if there was any justice (stop laughing), these two bands would win more than jusf cultish acclaim in dance clubs throughout the world and generally admiring critical notices. Both blend many genres dance funk, jazz, reggae, rock, pop and inventive lyrics with an ease that is enviable and an sensibility that is ironic.
