Peace Panel Will Probe VC Charge SAIGON (AP) The International Commission of Control and Supervision unanimously agreed today to investigate Viet Cong charges that U.S. planes attacked Communist territory in South Vietnam in violation of the cease-fire agreement. The United States denied the charges in advance of the meeting today of the commission. The South Vietnamese also made charges, claiming that 50,000 North Vietnamese Cambodian Troops Riot For Pay, Food PHNOM PENH, Cambodia (AP) About 500 Cambodian troops, hungry and unpaid, whooped through Phnom Penh today, firing their guns in the air. They promptly got a month's pay and some bread to eat.

As they straggled past the capital's principal hotel at lunch time, guests dived for cover under restaurant tables and ducked behind trees around the swimming pool. Soldiers complaining they had received no pay for a month and no food for three days marched in from Phnom Baseth, 14 miles to the northwest. They said they had left their officers behind and threatened to move on Marshal Lon Nol's presidential palace if the government failed to pay their wages. Jennie Giatilis Dies In Hospital Mrs. Jennie Panagatis Giatilis, 58, of 71 Murray Uniontown, co-owner of the Paradise Restaurant here, died yesterday in the Uniontown Hospital.

Friends will be received in the Speshock Funeral Home after 7 p.m. today, from 2 to 5 and 7 to 9 tomorrow, and until 1 p.m. on Wednesday when a prayer service will be held with Rev. James Stathakios of St. Spyridon Greek Orthodox Church officiating.

Additional services will follow in St. Peter's Episcopal Church. A lifelong resident of this area, Mrs. Giatilis was associated with her husband in the operation of the paradise Restaurant for 33 years. She was formerly in the restaurant business with her father, the late George Panagatis.

Surviving are her husband, Pete Giatilis; a brother, Pete Panos, in Chicago, and two cousins, Nickie Pahos and Sophia Romano, both in Newport News, Va. Power Plant Victim Funeral Tuesday Funeral services will be held at 2 p.m. Tuesday for Howard S. Shannon, 44, of High House who was killed instantly about 9:56 p.m. Friday while he was working at the Hatfield Power Station in Greene County near the Masontown Bridge.

Services will be held in the Herod Funeral Home, Point Marion, with Dr. W. Stafford Scott officiating. Friends are being received there from 2 to 4 and 7 to 9 p.m. today and until the hour of service tomorrow.

Protest On Killing Of Horses WASHINGTON A -About 200 horse lovers, many of them mounted and wearing Western clothes, protested Sunday the slaughter of American horses for consumption in Europe and Japan. a i demonstration at the Capitol said that about 10 months ago Canadian slaughterers started buyingthe American horses at the rate of 20,000 a month and exporting the frozen meat. "We feel our horses are going on the tables of Europe," said Nila Conomer, who led a New Jersey delegation. UHS Band Gives Hospital Sludy Slated Concert Tonight HARRISBURG A '-Plans for a broad one-by-one study of Pennsylvania general hospitals and institutions for the mentally ill and retarded have been announced by Gov. Shapp.

Shapp said findings of the special review teams will be used to revise state policies concerning treatment and administration of the institution. A similar task force has already begun a study of Polk State School and Hospital, the scene of the controversial firing of its Dr. James McClelland. "The present problem at many state institutions are to some degree the result of nearly a century of almost autonomous operations at each institution," Shapp said over the weekend.
