He knows he's not telling the truth," he said. "He wants to mask the fact that he doesn't want to debate me." Fordice compared Molpus' position to "opposing coaches in a football game also serving as referee for that same game." "How can Dick Molpus fairly sit in judgment of his own candidacy, his own campaign, his own tactics," he said.

Past secretary of state office holders in Mississippi have run for other statewide offices. Ed Pittman, secretary of state from 1980-84, won the attorney general's job in 1983. Molpus was Pittman's successor. Mary Coleman, acting chairman of the Jackson State University political science department, said the secretary of state has little power to control elections. She called Fordice's demand "just a campaign ploy, it's not an CRIME Police seek man following robbery Police are looking for a man who robbed a Hattiesburg woman late Wednesday night after claiming to have been in a traffic accident.

The incident occurred about 11:40 p.m. Wednesday in the 500 block of Eighth Avenue. The woman, whom police would not identify by name, said the man told her there had been a wreck and he needed to use the telephone. "He grabs her around the neck, throws her down and says he needs money," Lt. Bob Hopkins said.

The woman gave him money from her purse and, following the robber's instructions, went to the rear of the house. "He instructed her not to call police so she called a friend," Hopkins said. The robber, who did not show a weapon, was described as black, 25 to 30 years old, 6 feet 1 inch tall, weighing 160 pounds with black hair and brown eyes. He was wearing a white t-shirt, khaki shorts and tennis shoes. Hopkins advised residents to make telephone calls for strangers who claim to need help rather than let them in the house.

By BRAD FRANKLIN Associated Press Writer JACKSON Secretary of State Dick Molpus says he won't choose between serving as the state's overseer of election laws and running for governor. On Wednesday, Gov. Kirk Fordice called for his Democratic challenger to resign from the sec- retary of state's job and make way for an impartial replacement.

Molpus called the request "ridiculous." "With the primaries and runoffs now over. I believe Fordice it is time to look to Nov. 7 and to fair and honest elections," Fordice said. The demand comes 10 weeks before the two men face off in the general election and three weeks after both easily won their party primaries. The secretary of state's office keeps up with election records, oversees training of poll workers and takes voter complaints.

"You've never had a secretary of state who is the arbitrar of all things having to do with an election, the guard and the enforcer and all the rest also running for the highest office in this land," Fordice said. "It's just an obvious and clear conflict of interest." But Molpus said that his office would handle any complaints about him the same way they handle others. He says Fordice is simply using typical election year politics as a smoke screen. Naomi K. Casey LAUREL Services are scheduled for 10 a.m.

It had an evacuation plan when it opened two years ago, but the tug agreements expired. The city stands to lose hundreds of dollars in revenue if the casino is evicted. The port insists that safety is the paramount issue in its war with the Copa over the evacuation plans. Pete Cladianos, chairman of Copa's parent, Sands Regent, said the casino has offered good plans only to have them shot down by commissioners. "They've been just as nit-picky as they possibly could," Cladianos said. "They view us with great distrust and they have no lieve her of duty," Wallace said.
