Section 10. If any assessor neglect his duty, he shall be deemed guilty of a misdemeanor in office. Section 11. The collector who neglects to collect and pay over one half the amount his duplicate on the first day of July, nd the remaining half on the first day of January, in each year, shall be guilty of a misdemeanor in office, and upon conviction, shall be fined not less than twenty, nor more than one hundred dollars, and imprisoned not less than three nor more than six months.

Section 12.
