The network's airing of the first in a two-part movie on Motown's legendary vocal group beat three other movies Sunday on a night crucial to deciding who won the weekly prime-time ratings race. NBCs victory with a 9.4 average rating and 16 share reversed a fourth-place showing from the pre vious week. Nielsen Media Research said Tuesday. Sunday was opening night of the important November "sweeps" period, where ratings are closely watched to set local advertising rates. ABC, CBS, NBC and Fox all aired big movies against each other Sunday at 9 p.m.

Although it received good reviews, the victory by "The Temptations" was something of an upset. Its nearly 23 million viewers were bested only last week by NBC's Thursday night troika of "ER," ''Friends" and "Frasier." Coming in second to "The Temptations" was Fox's airing of "The Lost World: Jurassic Park." CBS's showing of the Chuck Norris movie, "Logan's War Bound By Honor" was third. All three movies were among the week's top 13 rated shows. That left Oprah Winfrey In the unfamiliar position of a distant ABC's presentation of "Oprah Winfrey Presents: David Lisa" finished 50th in the week's ratings. CBS finished second for the week with a 9.0 rating and 15 share, followed by ABC's 8.6 rating and 14 -share and Fox's 8.1 rating and 13 share.

The WB had a 3.2 rating and 5 share, UPN was at 2.0 and 3 and Pax TV at 0.6 and 1. While "Riddler's Moon" has a cliche ending, it takes such a long and quirky route to its conclusion that it's more than worth the ride. The plot, should you decide to accept it, concerns a good spy (Cruise) mistaken for a bad spy who has to clear his name and catch the bad spies with the help of renegades played by Jean Reno and Ving Rhames. Vanessa Redgrave is downright charming as an Uber-henchwoman. (WB trouble 'Encore! the Nathan Lane sitcom that was one of the 252 3132) Ft By KEVIN McDONOUGH United Feature Syndicate NEW YORK There was a time when television films were the proud descendants of the B-movie. The budgets were lower, the stars were either up-and-coming or a bit faded around the edges, and the plots a little more open to the strange and unexpected. Now TV iilms too often fall into well-worn jategories, such as "Navy SEALS seek revenge," "the woman in peril," "the woman wronged" or "the widow gets her groove back." Tonight's offering, "Riddler's Moon" (UPN 9 and 57 at 8, TV-PG), is an odd throwback to earlier television movies. TYou just don't know what to make of it.

(Blue Ridge TV-13 at 10:30 a.m. and 3:30 p.m.) LEGISLATIVE REPORT WITH industry observers believe that it strongly indicates NBC doesn't feel the show's ratings would be an asset for the high-stakes sweeps. Just a couple of weeks ago, NBC brass had expressed confidence in the series, saying there were some promising episodes scheduled for the sweeps.

Since launching in September, "Encore! Encore!" has not come close to the high expectations it created with its combination of the high-wattage Lane and the same creative team that produces "Frasier." The show aired twice, with mediocre ratings, before being bumped by baseball playoffs. Then it returned against the World Series, where again it didn't fare well. Though "Encore! Encore!" has held on to a respectable 90 percent of the lead-in audience delivered by "Mad About You," its Nielsen numbers among NBC's target audience of 18-to 49-year-old viewers are down 35 percent from' what the network did in the time, period last season. And that problem creates another one, hurting the ratings for "Just Shoot Me," which runs -directly following at 9 p.m That show, which will now run twice on Tuesdays, is considered a major up-and-comer for the Peacock, one that it would prefer not be jeopardized by a weak lead-in. In a pre-season forecast, Bill Cella, executive vice president of broadcasting and programing at media buyer McCann-Erickson, about called the show "a typical family sitcom" that would lose audience after its initial sampling.

"They could revamp it and bring it back," Cella said this week. "I just don't think an opera singer appeals to a broad-based mass i Evening Of Pure Entertainment!
