Lott's treasury brimming over contributions or expenditures less than $200. Coupled with expenditures made by Lott's challenger, Democratic candidate Wayne Dowdy, spending on the U.S. Senate campaign totaled $5.4 million. The total expenditures by Lott and Dowdy averaged about $5.80 for every vote cast in their race. The two candidates had combined reportable contributions of $4.8 million.

Lott, who out-raised Dowdy by more than $1 million, was also the beneficiary of independent organizations that spent about $600,000 in his support, primarily with television advertising campaigns. In his report, Lott listed receiving $1.86 million in individual contributions and another $990,862 from political action committees. Meanwhile, the state's senior U.S. senator, Thad Cochran, is beginning to stockpile funds for his 1990 reelection bid. During 1987, the organization received contributions of $18,905 and made expenditures of $38,518. Caldwell said he does not foresee a change in this situation, noting that VA medical centers in some states probably have had such a policy for quite some time. The Biloxi VA will provide inpatient care to all Category A veterans. They are veterans with service-connected disabilities and those with non-service-connected illnesses who have low incomes.

1 Transition to Senate, 7A JACKSON (AP) Campaign financial disclosure statements filed by newly elected U.S. Sen. Trent Lott show that he has cash on reserve following the most expensive two-man Senate Lott race in the state's history. The year-end report report, received Thursday by the secretary of state's office, shows Lott's campaign treasury brimming with $197,239. For the entire campaign, the Pascagoula native reported contributions of $2.85 million and expenditures of $3.2 million.

At the end of 1987, Lott, then just gearing up for the Senate race, listed cash on hand at just under $600,000. The closings and the new service restrictions on inpatient and outpatient care are part of local VA efforts to cut spending by about $1.5 million, said J.H.
