(API --Pennsylvania State University outlined a broad, five-point master plan today, aimed at tripling (he capacity of its Commonwealth campuses by 1970.

University President Eric A Walker said the program is de signed to provide accommodations for 10.000 freshman and sophomore level students. Currently, only 3,500 such students can be enrolled at slate campuses. The plan is a viial part of the university's long-range program to accommodale 35.000 students 1970, Walker explained.
