Where states fail to cooperate, the report says, a federal-local relationship should be developed for federally funded programs.

A 180-pound man might drink five bottles of beer before he gets drunk, but three bottles would do it to a 120-pounder. The heftier man might drink five shots and whiskey before falling "under the influence," but four would do for the little one. And all holiday drinkers should remember that even the "average" drink has a mind-dulling effect for an hour after it is consumed.

These are among the guidelines for drinkers set forth by the American Medical Association and the National Safety Council in a new campaign to teach drinkers how long the effect of a drink lasts and what it does to their driving ability. A public health official says he hates to be a spoilsport but Christmas kissing should be kept to a minimum this year because it can spread mononucleosis. Dr. Nicholas J. Fiumara, director of the Division of Communicable Diseases in the Massachusetts Department of Public Health, issued the warning.

He said infectious mononucleosis has been reported recently from almost all college infirmaries across the state and among high school students. Mono is known as the "kissing disease" because it can be spread that way or by sharing a cup or bottle. Its main symptoms are sore throat, fever, headache, chils and swollen glands. The temperature may rise to 103, tonsils may become enlarged and some patients develop a rash. The discomfort often lasts about two weeks.

Washington Infiltration: A top White House official says a contiua-tion of recent Communist infiltration into South Vietnam during the next seven weeks would be considered disturbing and could signal an early-1970 offensive. The source, who could not be identified by name or quoted directly under ground rules laid down by the White House, pictured the period between now and early February as one in which Washington will be testing and assessing Communist intentions. An authority in the foreign policy area, the official was made available to about 50 newsmen for an 85-minute briefing Thursday. Under the rules, his remarks could not be reported until Saturday. All his statements were made in response to questions.
