They threatened to take job actions of unspecified natures if the cuts are not rescinded. A picture of decimated services at the 19 municipal hospitals was presented at a news conference at Bcllevue Hospital by Dr. Paul Spear of Morrissania Hospital, president of the Society of Urban Physicians.

He was joined by representatives of the Committee of Interns and Residents and the Advisory Council of Medical Boards, which together represent about 9,000 doctors connected with the hospitals. The city's Health and Hospitals Corp, already has adopted $57 million worth of cuts, including tha closing of Delafield Hospital and phasing out of three nursing schools. Another $54 million must be slashed under the latest city budget. The corporation budget last year was just over $1 billion. Dr.

Spear said the cuts will under-mine staffing, morale and recruitment in all areas of hospital care and "will have suffering and death-producing effects on the day-, to-day care of the critically injured and ill, as well as serious effects on the humane comfort of all patients." CrownCork 9 82 21 NEW YORK (AP) Garbage pickups were sharply curtailed Monday as an aftermath to last week's layoff of 1,434 sanitationmen. A Sanitation Department spokesman reported sporadic picketing in protest against the layoffs, and he said there were a few minor incidents of trucks being disabled. An additional 750 garbagemen are due to be laid off by the end of the month, victims of the city's financial crisis. Meanwhile in state Supreme Court, Acting Justice William Mertens completed a non-jury trial of the Uniformed Sanitationmen's Association complaint that the city had breached the contract with the union. CSEA making plans ALBANY (AP)-Their strike threat defused, leaders of the CivilService Employes Association began making plans Monday for a huge "war chest" of campaign contributions to defeat unfriendly state legislators in next year's elections. The leaders' call for a strike by state workers over a salary dispute was rejected this past weekend by the rank-and-file, who voted 53 per cent-to-47 per cent against a walkout. The vote meant that the union, which represents 147,000 state employes, would have to settle for a $250-per-worker bonus approved by the state legislature. Following the lead of Gov.

Hugh Carey, the lawmakers had rejected a factfinding panel's recommendation for a 6 per cent pay increase this year. A CSEA spokesman said the union was not prepared to discuss specifics about the campaign fund, but reportedly the leaders are hoping to amass $1 million by next year. MOHAWK (AP) "I've been with the. department 22 years and I never have i seen anything like this," said Police Chief Paul Currie after describing a vandalism spree by two elementary pupils at the Mohawk Valley School here. Damage was estimated at more than $10,000.

Currie said the rampage began at about 1 p.m Sunday when the two boys, one 8 and the other 10, broke into the school and began tipping over desks, emptying fire extinguishers, hurling typewriters, other business machines and musical instruments on the floors, and finally igniting a blaze in the kitchen. The boys apparently extinguished the fire but there was extensive smoke damage, Currie said. They were apprehended at about 8:30 p.m. Sunday after a resident of this Herkimer County community turned inaa fire alarm. "In the science lab, many of the jars that contained preserved fish and other sea life were thrown about," Currie said.

"All the fire extinguishers in the corridors on three floors were expended, the walls were writtin on. The business room, which houses about 20 to 25 business machines, was just a shambles." Currie said electric typewriters, tape recorders, calculators and other machines were smashed and strewn on the floor. He said the boys would probably be brought before family court. A police spokesman said the plane bore the same call letters of an aircraft reported missing after leaving Caldwell Wright Airport near Newark, N.J., Saturday morning. The plane was bound for Cherry Ridge Airport in Honesdale, Pa. The wreckage was spotted on High Knob by observers in a police helicopter.

They were unable to land and directed police cars to the scene. Authorities confirmed four bodies were pulled from the plane but did not release identities pending notification of next of kin. The Civil Air Patrol listed Frank Kipi-kasha, 52, of Clifton, N.J., as the missing plane's pilot. The case was being argued for the second time before a federal court on an appeal by both the state and individuals who challenged provisions of the program. The U.S. District Court had ruled the Medical Assistance Program was in viola, tion of the Equal Protection Clause of the 14th Amendment.

But the federal court ruled it was consistent with the Social Security Act, commonly called "Medicaid." The Assistance Program allows'' payment for abortions only when it is necessary to save the life of a mother, in cases of rape or incest, or when there is a possibility of a child being deformed. The state appealed the decision as far as the unconstitutionality ruling, and plaintiffs charged the District Court had erred in ruling the law was consistent with the Social Security Act.
