Lowell R. Highland, 33, also known as Lowell R. Miles, was sentenced by Judge John T. Curtin in U.S.

District Court for the robbery of a Marine Midland Bank-Western office last Sept. 24. Highland had pleaded guilty. Highland is serving state sentences for robbery at Attica and won't be eligible for parole, at the earliest, until 2003. Curtin said the federal sentence is to be served while Highland is doing time on the state charges.

Keeping the incurably ill alive and suffering, the group said, is cruel and barbarous and "an evil that should be avoided by civilized society." "We believe that our first commitment as human beings is to preserve, fulfill and enhance life for ourselves and our fellow human beings," the statement said. Among those listed as having signed the document were three Nobel Prize winners: Linus Pauling of Stanford University, Sir George Thomson, a fellow of the Royal Society, England; and Jacques Monod, Institute Pastuer, France. Women earnings studied NEW YORK (AP) A joint congressional committee studying economic discrimination against women was told Monday that the women are hardly better off than they were a few years ago.

The lack of progress was cited by Sen. Jacob K. Javits, who chaired a Joint Economic Committee hearing on the matter here, saying: "Although there is a common belief that it is becoming easier for women to make their way in the economy, the most recent figures available show that exactly the opposite is true." He continued: "In 1971 the median earnings of all woman as a percentage of all men's earnings was 59.9 per cent. "However, in 1972, this percentage' actually declined to 57.9 per cent showing an increase in the differential pay between, men and women." Javits said the 1972 figures were the latest available. Budget Commission study has found. A 37-page report on the Department of Highways productivity program released Monday also said the city was seriously behind in repairs, but conceded these efforts were impeded because half the streets were never properly constructed.

The nonpartisan civic group blamed the department's slow progress on a lack of managerial concern and planning. The lack of a long-range plan was attributed to the parent body, the Transportation Administration, which has responsibility for such a plan. But, the report noted, there were no short range plans either, for lack of data on which to set resurfacing and repair priorities. Warden Lewis Winans said he has agreed to two of the demands of the inamtes, including new rules for longer hair and allowing cell doors to remain open all day.

Winans said he would continue to discuss the demands of the prisoners that they be paid for their work. But he said two of their demands were rejected. The inmates had asked for a pay telephone and permission for contact visits with friends and relatives. Contact visits are those where bodily contact is allowed. New trial denied ERIE (AP) A threejudge panel denied convicted Yablonski slayer Albert Pass a new trial Monday.

In a 43-page opinion written by Erie County President Judge Edward Carney, the panel, which also included Judge William Pfadt and Judge Windley McClelland, responded to nine motions tor a new trial. Pass, 54, was convicted last June 'on three counts of firstdegree murder in the 1969 shooting deaths of United Mine Workers insurgent Joseph A. Yablonski and his wife and daughter. Gays confront Reuben PHILADELPHIA (AP) Dr. David Reuben, author of a bestselling sex manual, was confronted Monday by a group of Gay Raiders who attempted to disrupt his lecture in protest of his views on homosexuality. Mark Segal, outspoken president of the homosexual group which attracted national attention when they disrupted a live CBS news broadcast last December, said it was a protest against Reuben's book "Everything You Wanted to Know About Sex but Were Afraid to Ask." Segal said the group wanted to hold a criminal trial of Dr.

Reuben for the distorted views of homosexuals presented in the book. Bernie Boyle, 22, a member of the homosexual group was hospitalized following a struggle with police in Fair mount Park, authorities said. Reuben, who was not injured, was allowed to finish his talk a short time later. The lecture was a first in a series of public affairs talks. Police refused to comment cn the incident.

Church robbed PHILADELPHIA (AP)-The minister at the city's oldest Presbyterian Church found a gaping hole in his church Monday where six stained glass windows should have been. The Rev. William Pindar, pastor of the Old Pine "Street Presbyterian Church, said the windows were invaluable and date back to the 1850s. Rev. Pindar said the thieves entered the church through the basement, "tip-toed past the grave of Mr.

Duffield" and then smashed a door to get into an adjoining, room. Rate increase okayed HARRISBURG (AP)-All Pennsylvania railroads and western Pennsylvania truckers received permission Monday from the Public Utility Commission to hike their rates for freight shipments within the state. Railroads were authorized to boost their rates on intrastate shipments by 10 per cent, on the condition that they use the additional revenue to rebuild track and upgrade equipment. One day's notice is required for the rate changes. The PUC said western Pennsylvania truckers could raise their intrastate rates between 3 and 6 per cent, beginning July 1, to cover a general wage increase.

Funds for jobs PHILADELPHIA (AP) The U.S. Labor Department Monday announced allocation of more than $27 million dollars to create public service jobs in Pennsylvania. The money is part or $620 million allocated nationwide for some 95,000 jobs. Under CETA, Pennsylvania will receive some $11 million to spend between now and June 30, 1975. Under the Emergency Employment Act, the state will receive nearly $16 million.
