REX MORGAN, M.D. Br BOB HOLLYWOOD, May 9. Like many other American women, Frances Horwich is a school teacher. The only difference is that her class numbers six and a half million. Dr.

Horwich is the originator and sole proprietor of "Ding Dong School," a Chicago TV show that delights and informs pre-school children from coast to coast every weekday. While other programs parade violence and clownish antics before the young viewers. Dr. Horwich entertains and instructs her audience with gentle games and knowledge. Her efforts have earned her 29 different awards, among them Associated Press woman of the year in education. "That pleased me very much," she reflected.

"My friends in education had begun to think that I had lapsed into the entertainment field." VETERAN TEACHER Dr. Horwich has taught kindergarten through third grades since 1929 and has acquired degrees from Chicago, Columbia and Northwestern (Ph.D.) as president of a national group for day nurseries, she was approached by NBC for advice on a program for children from 3 to 6. They were ashamed to say 'Ding Dong School' to their friends. I told them j.ot to talk about it then. It was easy for children to say and it belonged.

"They also wanted more production on the show; I thought that was wrong. I also insisted on sponsor approval. They argued that they certainly wouldn't allow any beer or cigaret sponsor, but I held my ground. Recently the sales department brought forth an aspirin sponsor. I wouldn't allow it.

It's up to a pediatrician to prescribe aspirin for children." STRICT PRINCIPLES Dr. Horwich, a matronly woman with a warm smile, has held firm on other matters. Officials wanted to expand the show to an hour. She resisted; she believes no child should watch TV for more than a half-hour at a time. Nor would she allow the mid-morning time to be moved to noon or later.

She believes the show is a morning activity for youngsters and should not interfere ith lunch and other things. I asked her how she felt about TV for children. "I am torn between my background as an educator and my current status as a network performer," she smiled. "I think TV is good in introducing children to the arts. As for the cowboy and other violent shows, they are all right if they are not a steady diet and if they are watched with other people.

TV dramas, just like I comic books, cannot harm the child if he can share the ex-'perience with other people and make it a game. Dr. Horwich is married to a Chicago attorney and they have no children of their own. "It's important to learn how your audience feels," she said. "That's why I learned lip reading as a teacher.

I could tell how my students reacted. I think that's a good idea. Many college professors wouldn't be so dull if they knew what their students were saying about them."
