Remember to turn your radio down. By Tom Tlede NEW YORK (NBA) When the president of the U.S. makes his telephone talk show debut March 5 he will enter a twilight zone ol electronic folk art that is the broadcast industry's answer to group therapy. Peopled by millions, operating virtually around the clock, it is a radio world not so much of entertainment as sociology. The host is both guru and public enemy.

The audience can be pious and perverted. Anonymity is respected and anything goes, except that which in the name of public a i a i i mechanically. If it often is outrageous, the format is also for a an open-ended course in continuing education and participatory democracy. The Radio Information Service believes there are nearly 3W stations scheduling some sort of talk programming in the nation, most of them in- cluding a i involvement. Originated in the 1940s, there is no secret to the format's success; i spokesmen say that people like to hear themselves talk and be talked to.

Nowhere is this reasoning more obvious than in heavily populated and highly impersonal New York City. Here two-way radio is the Citizens Band for shut-ins and the entertainment alternative to TV opiates and rock-and-roll radio. One station, WMCA, features 24 hour "dial-a-log" and calls itself "the station that listens to you." The war horse lor WMCA is Long John Nebel, perhaps the best known and most experienced talk-jockey in America. In 21 years with a total of three New York stations, Nebel has broadcast more than 25,000 hours, most Health Agency Hearings Set The Health Systems Agency of Southwestern Pennsylvania will submit an application to the U.S. Dept.

of a a i a Welfare on April 17. In order to elicit comment on the application residents of the 10 counties it serves, the Health Systems Agency will sponsor five public hearings this month. The hearing for residents of a a Washington Counties will be held at 7:30 p.m. on Tuesday, a 15 at Restaurant, Route 40 west of Brownsville. Although the hearings have been scheduled for the convenience of the residents of a particular county or counties, a resident of the 10-county area may attend any hearing to comment on the application.

To provide an opportunity for the public to see the application prior to the public hearings, copies will be located at the courthouses in all ten counties and at the Health Systems Agency offices in the Centre City a i i in Pittsburgh. Although residents may come to any of these locations to view the application, parts of the application may be copied for a nominal charge at the Health Systems Agency offices. Transcripts of the oral comments made at the public bearings will be included.in the final application sent to the federal government in April. Written comments, which will also be included in the final application, may be presented at the public hearings or sent to the Health Systems Agency offices at City Tower, 650 Smithfield Pittsburgh, 15222. The intent of the Health Systems Agency application is to seek continued federal designation and support as the health planning and development agency for the 10-county area.

As such an organization, the Health Systems Agency is responsible for preparing and implementing plans designed to improve the health of its residents by increasing the accessibility, acceptability, continuity and quality of health services in the area. The HSA is also designed to restrain increases in the cost of providing health services and to prevent unnecessary i a i a resources. One of his callers used to be Lee Harvey Oswald. Nebel didn't begin two-way radio, but he perfected and popularized it, and in a sense he made it safe for Jimmy Carter. A one time vaudeville hoofer and auctioneer, he started in radio in 1956, when audiences heard only one side of two-way radio conversations. Fearing obscenities, producers seldom allowed homefolk voices on the air. Nebel overcame the limitation with the help of an engineer named Russell TinJdepaugh.

They hooked incoming telephone calls to a playback recorder located across the studio room. By the time the phone voice traveled this distance for airing, there was a seven second delay, time enough for Nebel to purify the language. President Carter thus inherits this safeguard, now standard operating procedure for every two-way radio show. The White House says that if a caller says a no-no, it will be bleeped by CBS engineers, and if the caller becomes abusive, he will be cut off before the audience at large can eavesdrop on the objectionable speech. Carter will also be secured from crazies in a way no commercial host could afford.

The identity ol all callers will be verified. People who call with questions will be asked to leave their names, addresses and phone numbers, all of which will be checked by the White House. Then officers will call back a selected few to put them on the air. To be sure, says John Nebel, the president may need all of the precautions he can get if California State College recently received a charter for the national collegiate honors society for anthropology. CSC will be the home of the Gamma of Pennsylvania chapter of Lambda Alpha.

Radio callers often play rough. "1 can't get two hours into a program," says Nebel, "without somebody calling to tell me the gas ovens are waiting." Besides the toughies, Nebel adds, there are the spook ies. In nearly 10,000 broadcasts, he has talked with everyone from reincarnate Abraham Lin- coins to a lady who claimed Venusian citizenship. Those who threaten suicide are particularly difficult, Nebel says; he wonders how Carter might handle a woman who's just taken poison. Actually, the odd caller is the lifeblood of most two-way radio shows.

Nebel has made a six figure salary by opening his microphone to ghost hunters and warlocks. A Baltimore station limits its calls to lonely singles looking for radioland matchups.
