pfMto) Voyager: In bed with the Borg By TONY NORMAN Pittsburgh Pott-Oawtte Scrlpps Howard News Service "Star Trek: Voyager," like its predecessors, has always been a morality play set in space. More than any other science fiction series, "Voyager" features ad nauseum discussions about whether obedience to higher principles makes any sense in a cosmos operating by old-fashioned alien pragmatism. When the original series debuted more than three decades ago, Captain James T. Kirk (William Shat- ner) would leap over the Prime Directive in a single bound if it meant saving the Enterprise from a butt-kicking by Klingons. Times have changed.

There's a new breed of starship captain who breaks rules and disobeys orders only after agonizing deeply over the consequences. Obviously "Star Trek: Voyager" is not your father's "Star Trek." And Captain Kathryn Janeway (Kate Mulgrew) is no James T. Kirk, which is all right with us, I guess. It took four seasons, but the franchise's first female star ship captain has finally grown on me. With "Scorpion, Part II," the conclusion to last season's cliffhanger, airing Wednesday on UPN, Capt.

Janeway and the Voyager crew find themselves in an uneasy alliance with the Borg Collective, a cybernetic race who inhabit a vast area of space in the Delta Quadrant. The Borg have been fighting a losing war with a technologically superior race of alien marauders they call Species 8472. Because Borg space is situated between Voyager and our own Alpha Quadrant, Janeway initiated an alliance with the Borg in exchange for safe passage across their territory. To the horror of her senior staff, Janeway offered to help the Federation's deadliest foe work on a bio- molecular weapon guaranteed to help destroy Species 8472. Commander Chakotay (Robert Beltran) objected strenuously to Janeway's plan.

Breaking ranks with her ignited the first real ideological conflict between them since episode one. Janeway and Chakotay's conflict is further exacerbated by Seven of Nine (Jeri Ryan), the Borg representative who draws the Voyager into a potentially suicidal conflict with Species 8472 on its own bio- organic territory. When Seven of Nine tries to commandeer Voyager after a battle with Species 8472, Janeway makes a decision that will change her traitorous former ally's life forever. It also guarantees a built-in source of tension on the ship for many seasons to come. Ryan's character will infuse the show with the edginess it desperately needs.

Just as a Klingon on the bridge of the Enterprise when "Star Trek The Next Generation" debuted in '87 struck many as a bold move, a Borg on Voyager represents the ultimate challenge to the crew's idealism and biases. Gumbel playing it straight at the Emmys Bryant will let the comics be funny he will do what he does best. LOS ANGELES (AP) Bryant Gumbel did a little Crystal-gazing to prepare for his upcoming role as Emmy host. He also won't feel compelled to unleash a laugh-getting zinger each time he appears, which can make a show look like it's simply trying too hard, Mischer said. If Emmy has any problems, they're not on the stage, the producer said they're in the audience. "Seats are just a gigantic problem," Mischer said. "There's a demand that far, far exceeds the number available" at the Pasadena Civic Auditorium, Emmy's longtime home with a capacity of about 2,600. Take "ER," for example, the leading nominee with 22 bids which just happens to equal the number of places allotted for the drama's large slate of producers and one guest each.

That figure doesn't even include nominated "ER" stars like Anthony Edwards, Julianna Margulies and their guests. The shortage leaves even network executives scrambling for tickets, let alone awards. The trophies, of course, are the real goal, especially in a year when Home Box Office nearly nudged the Big Three broadcast networks out for the most bids, ultimately falling just two shy of NBC's 92 nominations. Leading series nominees include HBO's "The Larry Sanders Show" with 16 nominations, Fox's "The X- Files" with 12, ABC's "NYPD Blue" with 11 and NBC's "Seinfeld" and "Frasier" with nine nods each. For those watching the Academy of Television Arts Sciences ceremony at home, the truly pressing issue is whether the three-hour show will be a dud or a doozy.

The lineup of presenters is properly starry, including Candice Bergen; Gillian Anderson and David Duchovny of "The Glenn Close; Laurence Fishburne, Alfre Woodard and funnymen and women including Bob Newhart, Garry Shandling and Ellen DeGeneres. A behind-the-scenes look at how television shows are put together, with emphasis on the relationship between actors and the crews that support their efforts, is in the works. Footage was shot on the sets of "ER," "NYPD Blue," "JAG" and "3rd Rock from the Sun," among others. One segment will focus on camera, lighting and other technical crews, with make-up and hair styling taking center stage in another filmed piece. The ceremony also will look at television's ability to "confront and explore issues with a real power and sense of immediacy," Mischer said, demonstrated through clips from dramas, films and other programs.

A tribute to industry members who died this year, including executive Brandon Tartikoff, is planned. All this must be tightly packaged to leave room for the main event, 28 awards and acceptance speech es. Another 55 trophies, including the first, controversial honor for a TV commercial, were scheduled for non-televised ceremonies on Sept. 7. "We have more awards per hour than any other awards show on television The Grammys did 14, Tonys did 12, the Oscars do 23, but in hours," Mischer said.

That's OK, he adds. "I think what most people watch this show for is the awards. They want to know who wins, they want to see the winners and what they're wearing.
