But there, comes a point where our own and the public's interest in reasonably priced transportation is of greatet importance than the temporary hardship of an interruption in service. I i When direct nego iaationi with the Brotherhood-were iirrisuassiHil, the matter was taken to the National Mediation: Board. This is another rule change which would require duplicate pay for work done, The rule change! demanded are not justified by any changes in operating conditions.

They would reduce efficiency of operation and increase costs to such an extent as to be a potential burden upon shippers. '4 In refusing the unreasonable demands of the Brotherhood of Locomotive Engineers we are, of course, actirig-in the interest of the railroad, since excessive operating costs diminish our ability to compete with other transportation agencies. But we are also protecting the interest pi the shipping and traveling public because'increases in operating costs, in the end, must be passed on to the shippers who use our: service. Our ability to compete also has a bearing on the kin of service we can render the public and the communities. We are in favor of good wages for a reasonable day's work and we are sure that the users of our service are in favor of that, too.

But the Brotherhood's demands in this case go far beyond that. They involve pay for little or no work, or duplicate payment for work done. We regret the iriconvenience and losses this strike will cause the shipping and traveling public. We regret, too, the hardships bome by the other employes of the railroad who are -not a party to this controversy but who must be idla because company operations have had to be suspended.
