VIRGINIA Torrential rains of over nine inches in the Richmond area most in the city's history; flooded highways and bridges, blocking traffic on five strategic routes. Lashing winds flattened corn and tobacco but no serious damage reported so far. Trains were stalled by flooded tracks. The highest winds recorded were 85 miles an hour at Chesapeake Bay lightship off Cape Henry.

DISTRICT OF COLUMBIA -More than 100 accidents were recorded as rains flooded the highways. Four deaths were blamed directly on the storm. Trees were toppled and power was disrupted in scattered parts of. the district. MARYLAND Eleven persons died and three are reported miss ing when high winds capsized a cruise ship in Chesapeake Bay.

Other damage comparatively minor. NEW JERSEY Six persons met death in high winds and driving rain. A total of 138,000 homes were reported without power and 20.000 telephones were out as the storm blew down power lines. Over 300 residents were evacuated from the Raritan Bay area. NEW YORK-Winds up to 70 miles an hour and a record-breaking rainfall of nearly a foot hit the Metropolitan area.

Eleven deaths were blamed on the storm. Toppled trees and fallen power lines marked the path of the savage storm throughout the state. In New York City, approximately 100,000 homes were without electricity at the height of the storm. Gov. Averell Harriman was isolated when winds knocked out power at his Long Island summer home.

Water flooded highways, airports and railroad tracks, causing disruption of communication services in many points. PENNSYLVANIA Five persons were killed and one was reported missing as a result of flooded highways in the southeastern portion of the state. The Iowa Con servationist says you'll find them nn most inland waters of the United States. Here's the report: The striders live on the sur face tension of the water and don't get wet. They're insects related to bedbugs and chinch hues. Thev prey on dead and livins insects on the surface and sometimes even leap into the air to catch food. Their legs, cov ered with dense pile, do not break the surface tension'.

Their cousins the backswimmers dart about on or just under the water surface. Their beaks can give a nasty sting, but few people are bitten. There used to be more bites when they got caught in voluminous bathing suits now out of style. They always swim ori their backs and hairs on their bellies trap air which keeps them buoyant. They feed on small insects, Crustacea and even tiny fish.

The boatmen usually leea on bottom ooze. Like the backswimmers, they take their air down with them, but they encase themselves in an air bubble. In stagnant water, they must surface occasionally to renew their air, but in fresh water it is renewed by air particles in the water. They must swim down or cling to objects under the water to prevent their air bubbles taking them to the surface. In Mexico, the Conservationist says, boatmen eggs are collected on bundles of arass which peo- nle float on the water.

The are shaken off, cleaned, ground into flour and eaten. It is nourishing, the people say. You're likely to run into these insects almost anyplace. To Export Atomic Fuel GENEVA -The United States was reported Saturday to have de cided to export to certain coun tries atomic fuel of a grade suffi cient to operate atomic power stations. This information came from a highly qualified source who said Belgium probably would be the first nation to get such fuel. Up to now the United States has not shipped any atomic fuel abroad but it had agreed to supply 27 coun tries with enough 20 per cent enriched uranium to operate one re search reactor.

Leading atomic scientists Including Dr. H. J. Bhabha of India, president of the current atomic conference say atomic fuel rich enough to operate a power station is also of possible weapon grade. The 20 per cent enriched fuel, however, is considered usable only for research and creation of radio isotopes.

It could not be learned to which other countries besides Belgium the richer, power grade fuel would be sent, but they apparently will be only those which have closest ties of friendship with the United States. Even then, it was learned, the United States will insist on having inspection rights to make sure the fuel is being used only to operate power stations. Lewis L. Strauss, chairman of the U. S.

Atomic Energy Commis sion, made it clear at a news con ference earlier last week the Unit ed States would not send any re actors or atomic fuel to any Iron Curtain nation. Strauss pointed out that under U. S. law it is forbidden to export any strategic materials to' Red China, Russia or any of the Soviet satellites. The decision of the United States to export atomic fuel of power grade is understood to be based primarily on the feeling it would be fairly simple to detect any misuse of the fuel.

None of the fuel being supplied to foreign countries is being sold outright, the informant said, it is merely being leased.
