In fast trading at the opening, improvement was shown by General Motors, Chrysler, U. S. Steel, National Steel, Goodyear, N.

Y. Central, Anaconda, Santa Fe and Standard Oil of N. J. A shade low er were Consolidated Edison and Douglas Aircraft. Support for the steels was found in an optimistic survey by "Iron Age." The magazine noted a brisk up turn in mill operations following re ceding flood waters in the Ohio Valley.

Preliminary estimates were said to indicate an urgent need for steel for immediate rehabilitation work and a much heavier demand later on for reconstruction and flood-control projects. Sterling and French francs were unchanged at the start of foreign exchange transactions, the former at $4.90, and the latter at 4.66 cents. Mary Church, Delaware Avenue, Buffalo, Thursday morning at iu o'clock. George W. Aber, 87, died Jan. 29, 1937. at the home of his son, Fred Aber, in Hammondsport is survived by two sons, Fred G.

and Bert of North Urbana; a brother, Hyland, of Bath, and several nieces and nephews. The funeral was held Monday. Mrs. Jessie Hall, 83. widow of George Hall, died early Wednesday, Feb.

3, 1937, at the home of her daughter, Mrs. Milton S. Brown, In Troy. She leaves two other daughters, Mrs. L.

D. Smith of Rochester and Mrs. Jessie Wheeler of Elmira; two sons, Frank of Columbia Cross Roads and Delbert of Elmira; 20 grandchildren, 25 great-grandchildren and four great-great-grandchildren. The funeral will be conducted at the Brown home Saturday at 2:30 p. m.

Rabbi Frederic A. Dop-pelt, Woodlawn Cemetery. Mrs. Jessie Stone Laidlaw widow of William Laidlaw, former residents of Elmira, died Wednesday, Feb. 3, 1937, at 4:20 a.

m. at Miami, Fla. She is survived by a son Fred fetone Laidlaw of New York City; a aaugnier, jviarion in Miami; a grandson, Edwin S. Laidlaw, a student at Richmond, Va. The body will be removed to Elmira for burial in Woodlawn Cemetery.

William H. Brown of 669 Lake Street, died Wednesday, Feb. 3, 1937, at 1:50 a. m. He is survived by two sons, Arthur of Elmira and Henry of Ithaca.

The body is in the Davis funeral home. Funeral later. Welden Kelly, 719 Erie Street, formerly of Millerton, Pa died at 8:10 p. m. Tuesday, Feb.

2, 1937. Survivors include his wife, Mertie Miller Kelly; one sister, Mrs. Ida O'Shaughnessy of Elmira, and several cousins. The body is at the Wilson funeral home, where the funeral will be held Friday at 2 p. m.

Rev. Edgar L. Kinner of Manchester. Kelly Hill Cemetery, near Sagetown. Miss Ellen Sheehan, 85, died Tuesday, Feb.

2, 1937, at 8:15 p. m. after an extended illness. She is survived by two sisters, Mrs. John M.

Connelly of Elmira and Mrs. W. Scardefield of Columbus, Ohio, and several nieces and nephews. Miss Sheehan was born in Elmira and lived her entire life here. The body is in the home of a sister, Mrs.

J. M. Connelly, 319 Catherine Street, where the funeral will be held Friday at 9:15 a. m. St.

Patrick Church 10 o'clock. SS. Peter and Paul Cemetery. Edith Anna Hazen, infant daughter of Mr. and Mrs.

Oliver Hazen of 218 Connelly Avenue, died Tuesday evening, Feb. 2, 1937. She is survived by the parents and grandparents, Mr. and Mrs. Roy B.

Hazen and Mr. and Mrs. Paul H. Montgomery, all of Elmira. The body was removed to the Wilson funeral home, and late this afternoon will be removed to the family home.

Funeral Thursday 3 p. m. Rev. Paul E. Rickabaugh.

Mrs. Nellie Elizabeth Spencer, widow of Henry M. Spencer, died Tuesday afternoon, Feb. 2, 1937, at the family home, 628 William Street, She is survived by two sons, William of Elmira and Wesley of Los Angeles; three daughters, Mrs. William Shaff, Mrs.

Rena North-way and Mrs. Esther Trimm, all of Elmira; nine grandchildren. Mrs. Spencer was a member of the Home Department of the First Baptist Church. The body is at the Davis funeral home and will be removed later to the family home where the funeral will be held Friday at 2 p.

m. The Rev. Rolland N. Dutton will officiate. Burial in Woodlawn Cemetery.

Charles S. Mann, 84, died Tues day, Feb. 2, 1937, at the family home, 707 Hopkins Street. He is survived by his wife, Mrs. Emma C.

Mann; two daughters, Mrs. Walter Arnwine and Mrs. Henry Sloan of Elmira; two sons, Howard of Waverly and Tracy of Elmira; a half-brother, George Mann of Montour Falls and a half-sister, Mrs. William Bushnell of East Athens, and several grandchildren. The body is at the Page funeral home on Park Place and will be remov ed Wednesday afternoon to the family home where, the funeral will he held Thursday at 2 p.

Laura Franklin Golos, wife of Ed win Golos of Elmira, died in New York City Tuesday afternoon, Feb 2. 1937, after an' illness of several years. She is survived by her hus band of Elmira, a mother, two sisters and two brothers, all of New York City. The funeral will be held in the Riverside Chapel in New York Thursday afternoon with Rabbi A. S.

Samuels, formerly of Elmira and now of New York, offi ciating. Jean Marie, infant daughter of Mr. and Mrs. Russell Cummings of 258 West 11th Street, Elmira Heights, died Tuesday morning Feb. 2, 1937.

The child is survived by the parents. The body is in the Ballard and Lindgren funeral home Elmira Heights, Burial at the convenience of the family. Albert Thillip Erway, 58, died at Wellsboro, Pa Monday, Feb. 1 1937. He was born in Larned, Sept.

4, 1878, a son of Amos and Minnie Mitchell Erway. He was employed in the Wellsboro plant of the Corning Glass Works Survivors are his wife; two daugh ters, Mrs. Albert Yoggy of Wells boro and Miss Minnie Erway at home; two sisters, Miss Ethel Erway of Rochester and Mrs. Ruth Fenton of Watkins Glen; and a brother, Amos Erway of Elmira. The funeral will be held at the home Thursday at 2 p.

31, 1937. He is survived by his wife, Ida S. Doane; one daugh ter, Mrs. Gladys Bower, at home; two sisters, Mrs. Mary Steenburg of Vestal and Mrs.

Said bonds shall be sold by the City Chamberlain at public sale upon sealed proposals at not less than their par value on February 10th, 1937, (which date is not less than thirty days prior to the adoption of the budget for the fiscal year 1937) at the price most advantageous to the City, and the City Chamberlain is hereby authorized and directed to cause a notice of sale of said bonds to be prepared and published at least once in the "Elmira Advertiser" and in the "Elmira Star-Gazette." which are hereby designated the official newspapers of the City for such publication, the first publication to be at least five (5) and not more than thirty (30) days prior to the date of sale, and also to cause such notice of sale to be published in the "Daily Bond Buyer," a financial newspaper published in the City of New York. Section 6. This ordinance shall take effect immediately. WHEREAS, it is now necessary and advisable to issue the Debt equalization Bonds, Series of 1937, Now, therefor. THE COUNCIL OF THE CITY OF ELMIRA DULY CONVENED IN REG ULAR SESSION HEREBY ORDAINS Section 1. To provide money to enable the City of Elmira to meet its obligations maturing during the fiscal year beginning January 1, 1937, without including the amount of such ma turing obligations in the tax levy for said nscal year, the bonds of the City each to be known as "Debt Equaliza tion Bend, Series of 1937." are hereby authorized to be issued in the aggregate principal amount of $115,000, pursuant to the following laws of the State of New York, as amended: Sec tion 21-b and all other aDDlicable pro visions of the General Municipal Law, constituting Chapter 24 of the Consol idated Laws, and the Charter of the City of Elmira, constituting Chapter 4vy or tne Laws ot 1906. Section 2. Said bonds shall be dated February 1, 1937, shall mature in the principal amount of $40,000 on Febru ary 1, 1940, $45,000 on February 1.

1941 $20,000 on February 1, 1942, and $10,000 on February 1. 1943, shall bear interest at a rate to be determined UDon re ceipt of bids, and to be expressed in a multiple of one-tenth or one-quarter of one per centum per annum, but not exceeding five per centum (a) per annum, payable semi-annually on the first days of February and August in each year, shall be in the denomination of $1,000 each, and shall be numbered in order of maturity from 1 to 115 inclusive. Said bonds shall be coupon In lorm. registerable as to both prin cipal and intm-est, and shall be payable as to Doth principal and interest in lawful money of the United States of America at the office of the City Cham berlain, Elmira, Chemung County, New rork. Said bonds shall be signed by the Mayor and the City Chamber lain oi said city and tne corporate seal shall be affixed and attested by the City Clerk and the coupons at tached thereto shall be authenticated by the facsimile signature of the City Chamberlain, and said bonds shall be in substantially the following form: UNITED STATES OF AMERICA STATE OF NEW YORK COUNTY OF CHEMUNG CITY OF ELMIRA No. $1,000 The City of Elmira, a municipal corporation of the State of New York, hereby acknowledges itself indebted and for value received promises to pay to the bearer of this bond or, if it be registered, to the person in whose name it is registered, on the first day of February 19 the sum of One Thousand Dollars and to pay interest on such sum at the rate of per centum per annum. semi-annually on the first days of Feb ruary and August in each year from the date or thi3 bond until it matures upon presentation and surrender, as they severally mature, of the coupons therefor annexed hereto or, if this bond be registered, to the registered holder. Both principal and interest of this bond will be paid in lawful money of the United States of America, at the office of the City Chamberlain. Elmira, Chemung County, New York.

At the written request of the holder. this bond may be converted into a reg istered bond and such registration shall be entered on the books of the City, kept in the office of the City Clerk and the coupons annexed hereto cut and destroyed and a certificate of such registry shall be endorsed upon this bond by such City Clerk, after which' the principal and interest of this bond shall be payable only to the registered owner, his legal representatives, successors or assigns, and this bond shall be transferable only upon presentation to such City Clerk with a written assignment duly acknowledged or proved. The name of the assignee shall be entered upon this bond and such books.
