About 90 people belong to Local 2714, she said. Attorney Ronold Karasek helped Ulba draw up the petition, Miller said.

Neurohr said it does not spell out the reasons for the request, nor is it required to. He said the PLRB will set up a pre-hearing conference within the next couple of weeks "probably by phone" among spokesmen for the county, the petitioners and the union. The PLRB will decide after a hearing whether a decertification vote should be taken. Neurohr explained that "the union has to garner the majority of valid ballots cast" to stay in existence. The PLRB will determine "what's valid," he said.

The county's court-related employees organized in June 1981. A 1982 decertification move failed by a 2-1 margin, and the local signed its first contract with the county in December of that year. That pact and later ones went into arbitration, and a dispute over the 1984-85 arbitration award is before the court. i FIND OUT FOR YOURSELF.
