Chronicle HONOLULU July 2 Paul Neumann lawyer diplomat and boo vlvant died laai night of paralysis of the brain The funeral will be held at 4 oclock this afternoon He had been in failing health for some months but at the last his death was sudden and unexpected Paul Neumann was born in Prussia In 1839 and came to tne United States when he wm 13 locating in California He was admitted to the practice of the law in 1861 and sen ed in the Legislature of California es a Senator three terms In 1SS3 he came to Hawal taking up the practice of law and occupying for the remainder of his life a prominent position in the life of ths islands He was Attorney General under Kalakaua and for a short time under Llli uokalani He was created a member of the House of Nobles and received a decoration of the order of Kalakaua In 18S4 went to Mexico as Hawaiian envoy In 1S0 he was sent on a diplomatic mission to Japan in connection with the convention under which laborers were Introduced from Japan Still later he was the representative of the Republic of Hawaii to the Central American state5 He married in 173 Elise Dinklage of Mexico who with six children survives him His children are Mrs Herman Eocke of Honolulu Mrs Hasson ol Honolulu Mrs Alfred Fowler whose husband is a member of the manufacturing firm of Fowler Brothers of Leeds and Manchester Miss Lillian Neumann now with her sister Mrs Fowler Paul Neumann Jr a student in medicine at the University of Edinburgh and Edwcrd Neumann a cadet at the Naval Academy Annapolis Paul Neumann was a great friend and companion of Robert Louis Steventoii during the latter visits here and Paul Neumann Jr has recently published in London a poem of considerable merit about Stevenso At the time ol the overthrow Neumann went to Washington as the representative cf the ex Queen Lilluokalani to oppose the first treaty of annexation and to secure her restoration Following the conspiracy of 1895 Neumann was counsel for the ex Queen and for the more prominent of the royalist defendants in the triais for treason before the military court Neumann was a well known member of the Bohemian Club of San Francisco The paralysis of the brain which eaused his death first manifested itself at noon 1 yesterday A physician was summoned and the stricken man was removed to his I home Here he sank rapidly soon becom ing unconscious and never regaining con sciousness Mrs Hasson Paul Neumann a daugnter is at present visiting her cousn Miss Pauline Neumann In San Francisco ard to salaries also in two months unless scmsrcllef is afforded It is thought that the sum of 235000 now in the possession of the Government as deposits made by Chinese immigrants under fhe old Government the deposits twing made as guaranties by immigrants that tney would The Legislature is still tn session considering appropriation bills 1 he House has passed two such bills one for salaries and the other for current expenditures and for public orks The Senate is at work on similar bills of its own having made short work of the House bills by laying them on the table The home rulers have not been able far to adopt a stable or definite policy on the subject of appropriations The home rulers are very anxious that there shall be a special session of the Legislature called and are using everv effort they can command to that end The regular and the present extra session of the Legislature have already cost nearly Jluu 000 Bills appropriating J75O00 for expenses of the Legislature have been passed and all the money spent and expenses amounting to 15 uOO have already accumulated and another appropriation bill is now pending which will bring the total cost of the Legislature up to J100 000 The journal of the House of Representa tves for the regular session of the Legislature is being printed It will contain about 300 000 words and ill make a olume of about 1200 pages The copies whit the law directs shall be sent to Congress and the President
