Supervisor met as a committee of the whole jneterday morning to consider water rates All the members were present and Mayor Phelan participated in the proceedings Dr Clinton chairman of the Water Committee presided The tallowing resolution preseated by Clinton was adopted Resolved That this Board resolve Itself Into a committee of the whole to inrestl irate and Judicially consider the business affairs and property of the Spring Valley Water Company as preliminary to fixing water rates as required by law and further be it Resolved That this Board confer power on said committee to send for persons and papers and all other power possessed by It for these purposes Stats of California 189S sso on Lawyer Kellogg representing the Spring Valley Company said the company was ready to proceed In any Investigation and furnish the Board with any Information It might wish He suggested that verbal testimony be taken and that the notes of the shorthand reporter could be sworn to He also suggested that it had been the custom of previous Boards to first hear such complaints against the company and its rates as might be presented Clinton thought that the company should file written answers to the questions that had been forwarded it bj the Water Committee Why not proceed he said and make the first statement asked for the detailed statement of the expenditure incurred under the heading of operating expenses Kellogg replied that It would take two or three weeks to prepare thee answers In the meantime he thought the Board should hear the Interesting essay by Engineer Schussler on the history of the water company It would prepare them for an understanding of subsequent details Mayor Phelan said that what they wanted was a detailed statement of expenditures and operating expenses It would be Impossible for Mr Schuss lr to give this information in detail without reference to the books and accounts unless he was a man of remark able resource The members of the Board already had a general idea of the property and operations of the company Dodge thought that the Board should proceed regularly on the lines of the Investigation authority for which was found In the statutes The members of the Board did not want a primary lesson In water works but a written statement of expenditures and operating expenses which could be placed on file and referred to If desired Schussler said that a detailed statement of the operating expenses could be obtained In thirty minutes by communicating with the office of the company The telephone was used as suggested Chairman Clinton was desirous of hearing Mr Schusslers general state ment as he knew that It would be ver mterestlng Brltt thought the gentleman should be accorded the courtes of a hearing Schuasler proceeded to gfe the peninsula were 12000 000 gallons a dav The water of Lake Merced had not been used since January 1895 There was a complaint at that time from Mayor Sutro that the water of Merced was Impure and the company accordingly caused a canal to be constructed to carry off all the wash from the shed Mayor Phelan aald that It was well known that Lake Merced was fed from springs at the bottom of the lake and he would like to know In how far the atershed could be thrown open for occupancy after the canal should have been completed Schussler said that the whole atershed was required to keep the water of the lake pure He waa sorry that the company did not own more of it The canal had been constructed to protect the lake from a quarter of a mile of watershed which the company did not own Dodge inquired If the company could protect the lake from the Impurities of one quarter of a mile of the shed why did it not run the canal aloog the remaining three quarters of a mile In response to questions by Mayor Phelan the witness said that in an emergency 8000000 gallons a day could be had from Lake Merced for a short time A regular supply of 3000 000 gallons a day could be obtained This added to 18000 000 gallons from other sources would give a supply from this peninsula of 21000000 gallons a day The average consumption of the city was 21250 000 gallons a day The report of the operating expenses
