THE StTSDAY CHBOmCLE AEBHt 1 1890 QuADHXn2E HHKk7P Considerable talk occasioned In I theatrical circles by a dispatch public lihed In the CasosictE to the effect I that Messrs JU Hayman 5IeCourt and Henderson had formed a trust Ibe object of the syndcste Is to play 1 certain combination at every theater In turn in a circuit donri the season Wltbout commenting on the advtaa htlity or inadTisabflitjr of such a trust the reasons for Its existence may fce rLscnssed fhe ides is not a novel one in fact was propounded by the eider Wallack tome thirty years ago He with his wLe llr and Mrs Davenport Couldoc and daughter Field and wire Farren and wife were traveling together and tried to plan a compete circuit la advance instead of going on chance from placets place The theaters were limited in number then and thererwere not sufficient to form a round for the claa of performances which they gave so the syndicate fell through The star originally traveled alone and relied upon the stock company in a city for bis support Now he takes bii company with him and one of two things frequently happens either the support Is very mediocre or Is so ei pensive aa to entail certain disaster on the promoter of the enterprise The object which this syndicate hopes to attain is to ave in traveling expenses by making the more from city to oty in regular order and short stages to obtain a better rate for the managers of all the theaters in the circuit and to gvre those gentlemen more authority than that of renters of furnished apart ments The combination would bene lit to the extent of a steady engare rneXt for the entire season and under one instead of a score or more contracts and better performances would remit as better actors and actresses could he engaged Tbe failure of theatrical combinations In the East this season is a notorious fact and in almost every case the enormous expenses hare been the millstone that has dragged them down The whole object of tbe syndicate would thus appet i to be a financial one a cutting down of expenses without deteriorating the character of the attractions offered osn think that a return to the old itxk company would be tbe best as it would Insure better support as a gen eral rule to great actors and actresses would cause fewer scandals as actors would be members of the community before which they appeared and would lower tbe prices at theaters feome of the local managers look upon the talked of syndicate as a first step in this direction The stock company has been long recognized as a great legitimate school for actors girmg ample opportunity to study a great Tanety of parts and also to emulate the effort of those who hare made noted successes on the stage To day there are but few stock com pames which can be legitimately regarded as such In New York there are two and In this city there is something of the kind at the Alcazar also one at the TitoII These local companies although neither would claim Tery lofty rank in the histrionic or operatic world are considerably ahead of tbe average traveling cotn bination In support of this it is onlv necessary to cite several organizations which have been here furnish material for an interesting novel ABOUT THE CENSUS Plans for Numbering tie People ANCIENT COaPTJTATIOSS What the Eleventh Censm Will and TTUl Not Contain Written for the Cbboticu Though every one of the 65000000 people of tie United States has a direct and personal interest In the approaching census there are compara tively very few of them who have any intimate acquaintance with either the scope of the work that it to be done or with the history of similar official enumerations The word census had its orgin In Borne where a group of the many functions performed by the high officer called Censor received the name of census These duties were chiefly of a statistical character the enumeration of tbe people being only one of them The census count of the people was not however deemed of any value as a source of statistical knowledge I which might Influence morals and leg islation but only aa a basis on which to apportion the rights and dm ties of citizens Had tbe enumera tion been deemed of value for any such purpose as those for which statistical knowledge is now deemed so valuable the notices preserved of the vast collection of sta tistical facts thus made would not have been so scant and meager as they are and we should not have found it so Im practicable to come to any conclusion about the population and extent of the city of Home itself The Soman cen sus was conducted in the most solemn manner on tbe Campus Martins where every citizen had to appear and to de dare upon oath his name and dwell ing the number and age of his children and the value of his property un derthe penalty of having his goods connscated and himself hogged and sold as a slave The important practical effect of the Census called it to be vonuuciea at intervals generally as often aa once every five years As has been said however the Roman records were not preserved and from the best information to be obtained from ancient writers we have only a vague idea of the populousness of those times Gibbon presents a probable estimate oi the population of the iioman empire at the period of its greatest extent He supposes there niiehthave been subject to the Imperial Govern ment a population tree and stave amounting to 120000000 which exceeded that of Europe at tbe time he wrote He estimates the populaton of the city of Borne from the number ot houses to be IAVOOO or not quite four times as great as that of ban Francisco The objection to accepting the accuracy of estimates made by ancient writers of the papulation of cities is presented in the fact that their means of transporting food and fuel were not commensurate with the wants of such vast numbers of people Tbey had neither railways nor steam vessels and were dependent upon small sailing crafts and vehicles draan by horses or oxeu to convey them supplies facilities which must surely have been inadequate to meet the daily a mands of millions But the Roman census was not the first counting up of the people The ancient Hebrews while in the wilderness by direction of Moses made an enumeration of their fighting men be tween the ages of 20 and 60 of whom there were uw wo in Palestine too there were occasional enumerations of the eople tor military and taxing pur poses it is statea aiso mat mere is record of a census in China or dered by the Emperor ee 2012 BC and one ot japan under the Alikado Sujm in the last century before Christ The chances areL though tbat these computations were of a verr general character The word census In a modified form passed into use in Europe and was applied as a tax term cense or cess in the Jliudle Aces but It received no brattical application in its modern tense andthe statistic or economic ends oi sucn a nrocess were as little known as the had been to the Romans Under the despotic governments of the Continent honeter 4he tendency to central organization for purposes of administra tion and police prepared the way for stalls neat inquiries and Russia was the first European nation to take anytmng lite a census counts of tbe people being attempted in 1700 1705 and 1710 In 1719 a commission waa organized by feter the ureal to visit tne principal provinces ot the empire ctureed to ascertain the number of peasants mechanics domestics and persons without tegular employment but neither fe males nor cmiaren were included in the returns In several succeding computations how ever this omission was reclined and as early as 1802 a central bureau of statistics was ornaaized which alter several reor ganizations became a most valuable i adjunct to tne uovernment its present range of inquiries bem almost as wide ai that covered by our Government In Prussia census taking dates trom tbe time of Frederick William I by whom measures were taken to ascertain tbe population This was not done by actual enumeration but by calculations based on various data lhis imperfect system was tfreatly im proved uy Frederick II 1 rom 1743 to tne ciose oi me century an enumeration of tbe inhabitants under tbe direction of the authorities of each province was made annually except during a few years when it was prevented by war InlSOo a central bureau of statistics was organized which has existed with progra sive changes to the present ume The German census at present ia taken by vil officers in December on one day and besides the population extensive statistical information retatmg to a treat variety of tubjecu is repared and published the Erst census ot the new empire ceing taken December 1 1371 Ihe hrst census in America was taken in 1751 and was followed by a general enumeration of the population at triennial periods Until 1857 this information waa obtained fon ilitary purposes lui in that year a new census law was mad which provided that a census should be taken every six years by tbe civil authorities The census returns which however only relate to vital ana soem matters are tabulated and published by a central statistical commission In Sweden the science of statistics has been more particularly cultivated than in any her country tbe clergy for along time forming the chief machinery of enumeration Tue census at present is taken every five vears through the joint eencv of the civil authority and the clergy There has been a uecenmat census in Norway since luo General censuses were taken in Spain 17S7 aad 1793 but since 1860 have been taken decen nially The census is takn in one nijcht by Government officials charged with the collection and consolidation of the returns In Denmark a general population census was taken every five years between 1840 and 1880 It is now aecenniar ine ursiuireci ana simul taneous eoumeraton ot the people throughout Portugal waa made January i 1864 in pursuance of a law pro viding for a decennial census The enumeration made by means of household schedules is made in one day Tn Switzerland eensuiutaking waa in stituted about the middle ot the eurhu tenth century In 1800 a law was enacted prescribing a decennial census for the whole federation Seleium ranks among the first na tions of the world in completeness ot its national statistics The census is decennial and exhibits the whole range ot social vital and industrial subjects In the Netherlands titer census is taken decennially the last dating December 31 ISnL It embraces auiriea aa to the name sex age place ofwrtb cmletate profession occupation or condition physical disabilities and reunion The present bureau of statutes in Italy was or ganised in 1560 provision being made for a decennial census It ia taken by municipal and administrative officers In on day the returns being published under direction of the bureau The first general enumeration of the kingdom of Greece was made In 1833 Tbe census was taken annually until 1845 sine which time it period haa been Irregular Prior to 1861 a mere enumeration of the inhabitanta was made but since that date the range of inquiries has been greatly extended In Turkey the object of the census which is very imperfect ia to provide a basis 1 for taxation and conscription It is maae annually in trance tne hrst census of which the records are extant was taken in 1700 the results of which where published in 172a A general enumeration ot tbe population waa made in 1800 and In the follow ng year it was decreed thai a national census should be taken every live years Up to 1838 onlv the legal population waa ascertained but in 1841 the actual population was made the basis ot calculation and tbe inquiries embrace a very wide range of subject The tint cansus of Great Britain was taken in 1801 and embraced the sex but not the aire of 1 All persons the number of families ana occupations ciassinea so as to exhibifihe number employed in agriculture trade and manufactures The farst census of Ireland was taken in 1811 but noj untd 1SU were returns considered trustworthy since which time they bave been ranked among the best in the world In both Great Brtain and Ireland the census is decennial is taken in March or April and includes the general statistic of population In 1881 there were 32600 enumerators 617 superintending registrars and 2197 registrars Tbe pot ce assisted in enumerating the homeless the armv and navy were returned by the naval and military authorities the merchant seamen by the custohis officers British subjects In foreign states IndjA and the colonies by the various secretaries travelers were enumerated at tbe hotels on the following day and the householders schedules distributed in advance were required to be hlled upon the night ot April 2d and were collected the next day The first census ot Brazil was taken 1S72 There was a census taken In the Argentine Repubtio in 1809 in Colombia in 1870 and in Egypt in 18G In Abyssinia Persia and other Kastern nations there is no census or merely a general estimate of the population Leaving out tbe legendary census referred to above tbe first census of any Importance in China ot hich there is any good record was tbat of 1312 and that waa one of estimates By that the population ot the eighteen provinces was given at the astonnding figures of 3o2447lS3 Forty years afterward Momson figured the total at 306000 000 Cooke at 360 umuw and Plerer at uooouooo Ten years later a general distrust in the ac curacy oi these estimates prevailed andlbe Opinion was widely held tbat the entire population of the empire did not exceed 50000000 it it was as large as that Williams however was inclined to favor an estimate of 300000000 One reason for discrediting these very larsre figures was that they implied an average lobulation throughout the em pire ot 300 to the square mue proportion nearly equal to that of Belgium At last in 1887 the Chinese Emperor decided to take a census whose returns should be prepared with some degree pf care It was found irnpossi ble to make a house to house computation but tbe Board of Berenue adotted the plan ot predicating on the proceeds of head faxes house taxes and tbe like and it has been accepted tbat tbe aggregate ia very close to the troth According lo these ofhcial statistics the population of China is 3S0 000 000 oi wnxh prodigious amber about 1 in 10 is en agea in agriculture i in iw is a nek layer or mason 1 in 120 is a tai lor 1 in 140 a blacksmith 1 In 0 a washerman and 1 in 100 a carpenter The subject of census systems has in recent years taused much discussion among statists oi an countries ana international statistical congresses have been held lor tue consideration ot the subiect At the congresses Question it was generally recommended that the census snouia pe taken aeceiiniauy and on one day and at tbe end of the year by prior scnedules left at the houses It was agreed too that the fol lowing inquiries relating to persons are indispensible Name sex age with date and year of birtu relation to head of family civil or coniugal condition profession or occupation blrtbtlace and deficiencies or ae ormities it nas oeen louna impossible however to take a sin if la da census in this country although to be sure trie prior scneuuie pian has never teen tried Moreover in a recent examination of twenty four nations it was found tbat no two were alike in their full purpose only Lngland and Scotland including tbe same inquiries in their schedules Of tb rty four per sonal inquiries that of sex alone is maae by ail Age is mguireu py an except Russia name is omitted by Russia and bwitzeri nu birthplace by Norway Russia Prussia and Austria civil condition by Russia and occupation by Norway and Russia Families house religion and the number ot the puna ana oeai auu uuiiiu are aaaeu uy nearly alL The United Jbtatea tbe most inquisitive and Ireland France and Italv come next The story of our census ia far too long to be told here It may be stated however that its origin is traced to the Colonial period When the British UUUU VL 11UB MU3W utuuciauuua of the popuation to be maue The first census however under act of congress was taxen itw toe wore of enumeration beginning on the fir Monday in August and in a room on the top floor ot the Interior Department Washington are tbe original records of what is probably the most accurate ana unprejuuiteu uutory oi the United States during the past 100 years They form twenty bye volumes hanilv averaging the rue of au en cyclopedia and are safely stored where lock and key protect them from tbe usual visitor lhe most striking lea tare oi these books is tbe remarkably legible writing with which ihelounaers oi inexepuouc recorded tbe name ot every head of a household in the United fctates which then numbered but seventeen with a total papulation of nearly 4000 00U The census takers oi mat period did not use printed forms on which to tabulate the information but ruled blank books lor the work and in many cases made tue cooes irom mans paper wcich they bound by inclosing within old covers of book the leaves which had been cut out however crudely these looks are shown to be made there ia not One instance in whkh careless work can be charged and in ho case was tuere any slovenliness of penmanship in most instances all data relating to one euw was inciuaea in a volume They are tabulated to show lesides names ot head of families the number ot their members according to ages with a column for the number of slave This was tbe general plan pursued up to 1850 when tbe scop of the cen bus was enlarged though not to any great extent It was in the year 1870 that the volumes iweuea so appreciably in number While in J8S0 tneT formed a greater bulk than all the pre vious years eommnea i ns maximum cost of the tenth census 1880 waa not to exceed f3 000 000 exclusive oi pnn inrandeneravinir but it has really cost over b000
