American soil who followed day by day at least in their fertile brains the principles and philosophy so ably expounded in the story of Looting Backward Bellamy did not know that there existed In the interior of California an alleged Ideal colony of nationalists In the richest section of San Joaquin raileya co operabre colony has been in existence for a period of three rears Located sorqe thirty fire miles north cast of Yisalia the Kaweah Co opera five Colony has already builded for itself a local reputation and recently commenced to attract the attention of the outside world To reach theha Weah colony one must go by stare from yisalia the road for twenty miles leading through a well settled plain At Paynes near the foothills the stage piops tor we miaaay men tsrom mis point the appearance of the country rapidly chances Through a narrow gorge and a valley eight miles iartbec on the visitor arrives as Three luvers and three miles additional brings him to Halsteads farm Here was for merly the end of he wagon road but the men from iCaweah continued the road to the colony a few miles distant TenTniles from Halsteads is a giant forest of redwood trees embracing some OXO acres This enormous tract Is the present principal object of the colony to reach and utilize Heavy blasting and bridge building have been found necessary in the construction of the road from Halsteeds to the colony Twenty men hare worked upon this mountain road for three years The Kaweah colour claims prospect Ire ownership iri Ui It to some 4000 acres of the redwood forest A larger portion of the colonys domain is ragged and mountainous but there are areas of tillable land amply sufficient to maintain a large population Water Is obtained from the Kaweah nver the present population of the colony cumbers eighty persons thirty eight men twenty women and twenty two ihildren These people compose what is known as The Kaweah Cooperative Colony Company lim Ited a joint stock company Its fundamental principles may be briefly outlined as follows No interest no rents no profits Thirty cents per hour in time checks is paid equally to all who work and a days labor consists of eight hours The workman receives the lull benefit of his labor dividends being paid accord ing to the amount of work performed Both sexes hare equal rights at the ballot box in the deliberations of the society Each shareholder is required to nar the sum of 1500 for a full mem bership which can be paid in install menu sum casn Deing aosoiuieiy necessary as a first payment The birth and early life of tbe Ka Wean Colony Association was pregnant with trials and tribulations and even at the present writing there is trouble In the would be happy family The Kaaeah colony found its origin in what was known as tbe Land Purchase Association which in 1834 lound several advantageous purchases which were co operatively bought by some of tbe members and were afterward conducted on abusiness basis The association intended to make purchases of land in Noe valley and some of Jhe present members of the Kaweah colony made an unsuccessful effort to purchase land near Sausalito The association at one time actually carried on a pottery in Men docino county where several thousand dollars was expended In 185 one of tbe agents of tbe association reported certain facts regarding a large tract of timber land in Kaweah canyon is Tu lare county borne fifty members of the association concluded to take hold of ihe enterprise and subsequently the Land Purchase Association having fulfilled its mission became a thing ot the past Keller a Tulare county farmer was instrumental in the occupancy Of the Kaweah land and ex pended afterward some 900 in the purchase of tools and in the building of the roadway to the redwood forest In tbe spring of 1886 measures were taken to secure ownership of tbe timber land in the usual legal manner The locators widely dirlered as to life and character but possessed the com mon purpose of uniting to develop tbe source ot weaiw on a co operative basis In making application for their titles to the land they met unexpected obstacles in th form of orders from the Interior Department and as yet the titles are not complete Before tbe laud entries were made a railroad pool was formed and about 5000 was actually expended for surveys The railroad scheme proving a failure at mean road was commenced to Kaweah in October 1880 tf Keller contributing horses wagons feed and implements valued at fOOS Tbe work progressed under the direction of a board of five trustees and a secretary one of the trustees acting as superin tendent ot ue roaa Duuatng it was st voluntary association at that time but on June 28 1887 the secretary and two of the trustees met in Oakland discussed the question of organization and sought legal advice upon tbe subject The then learned that special partnership was wholly Impracticable On July 10 1887 circulars were sent to all members by the secretary Martin notifying the members of the legal advice received and asking for kuggwtaons As a final result 103 members out of a possible 130 voted in favor of incorporation The directors subsequently Incorporated tbe colony on August 27 1887 and a month later adopted by laws and constitution At a subsequent general meeting held in ban Francsco the number of directors was increased to seven the previous board of fire trustees and Secretarr Martin being re elected iFromthe time the colony thus icoor porated a bitter antagonism to mat farm nf oreranizatlon commenced As a result ot this agitation the receipts of the souetrbegan to aecrease taca faction laid the blame at the door of tbeir opponents In November 1887 General Manager Keller proposed to stop tbe work on the wagon small coterie otjeadersm the Kaweah movement seemed ambitious to secure absolute control of the association and consequently took exception to Maguires legal opinions 1L Kedstone subsequently propounded additional questions to Judge Maguire under date of March 8 1838 which were duly answered Soon after an ex i purgated copy ot llaguirea decisions contained in a camnnlet issued br the the Judge favored a joint stock company On March 9 1883 what was termed an assemblage of thecolonistsg lied without legal authority was held at 638 Hay street in this city Many of the leading members of the colony were at tbat time absent on a visit to Tulare county Not over adozen members were present Resolutions were passed favoring a joint stock company Instead of a corporation Another whereas stated tbat the owners of the timber lands in Tulare county had unanimously refused tq deed over their property until the colony was organized as distinctly democratic innutrition At this rebellious meeting all allegiance to tbe alleged corporation was disavowed The Kaweah Co operatrvo Colony Compiny of California limited a joint stock company1 was duly organized and tbe Kaweah Co operative Colony Association dissolved at the bidding of Haskell Martin Kedstone ana half a dozen others At this meeting legal opinions were read and filed from Walter Gallagher a Police Court lawyer and Haskell at toroey at law to the effect that the corporation had not been legally organ In ecotiarions between the directors of the corporation and the advocates of a joint stock comoanr SDoear to have followed which resulted in an agree ment to take a rote oi au tne memoers and aside by the decision of the majority The corporation directors subsequently met with but three members present two Deing aosent iroui me city Two of tbe three voted in favor of the joint stock company the third alone favoring the old plan of co operationoperation In Augu8t1383tlie corporation directors issued a circular calling for a reconciliation of the two warring factions This a as of no avail and the Haskell coterie continued to carry out their scheme They went so far as to pass a resolution confiscating money labor or material contributed by those mem bers who were opposed to the Haskell plan of a joint stock company The cash investments thus confiscated amount to over 1000 In the meanwhile the leaders in the taint stock company had invested little or nothing aeeklne onlv to secure uossession of what other members had contrib uted Haskells fnendswere credited on the books ot the company witn money never paia ana labor never performed although the by laws of the society provided that no member snouia nave an aavantage Denent privilege or emolument over another Joseph Bacnanon Of Denver was credited with 1500 tbe fall price of a share although he had neter performed a stroke of work for the colony or paid 1 into the treasury There was much dissatisfaction among the colonists during the winter of 1838 89 and the company was in desperate straits more help could be expected irom uenver as unny four persons there had already paid Haskell 15 each with no return for tneir investment To what extent this line of work has been carried on is not known Boom articles were written in Eastern papers in which Haskell boasted that the comoanv owned 2000 acres of agricultural land and 4000 acres ot the redwood forest Another statement was made that 3000 acres of timber land had already been deeded to the colony and some 20 000 acres secured The Kaweah Colony owns no land in reality Two individual members have been granted 100 acres each and one section of school land Tbe Tax Collector ot Tulare county has no knowl edge of any property whatsoever owned by tbe Kaweah Colony The boom advertising scheme the alleged ownership of valuable lands and the other methods edopted by Haskell and his followers kept the bubble from bursting forthe time being The wbole scheme was on its last legs when Edward Bellamys book Looking Backward put in its appearance This volume led to tbe formation of Nationalist societies Haskell therefore judiciously concluded to follow Emerson suggestion and identified himself with the new Nationalist movement From tbat time to the present the receipts ot the Kaweah Colony un rder Haskell management nave largely increased He devotes many hours each day to the colony scheme presumably at the rate of 30 cents an hour and at the same tune an acknowledged leader of the Nationalist movement in this city which he man ages with marked success Tbns the Kaweah Colony organized in 18SC has passed into the hands ot a few men who illegally secured control of the organization There is at this time no security for contributors or members No property of any conse quence is owned by tne coionr com pany and the whole enterprise as conducted br Haskell and his followers is pronounced a fraud and a swindle by a majority of the original members of tne colony Company and residing at 603 Filbert street thicif met with an accident yesterday afternoon at Ndes which will probably result fatally He was standing on the top of a car when the engine backed up suddenly against the train The shock threw McCarthy from the car top to the ground He fell down between the engine and the car tbe former crushing him badly When extricated it was found that his skull was fractured He also sustained other injuries He was brought to Dr Wool seys hospital in an unconscious condition and the hospital surgeon stated last evening that McCarthys injuries were probably fatal McCarthy has a wife and two children When his wife saw him she fainted and was brought to with difficulty County School 3Totes At the meeting of the County Board of Education yesterday grammar grade teachers certificates were granted to Mabel Barber Paul San ford and Harriet Fo A primary grade certificate was awarded to Agnes Traube and tbe certlbcates of Helen Hart and Midie Marcus were liquor dealers Prob ably one half of the places where liquor is sold had a door connection with the br and grocery store or else a bar in the rear of the store The new ordinance required tbat they occurred outside of the city limits Tbe Chicago Cattle King Testifies Before the Senate Investigating Committee Special Dispatch to tbe Csbosicle Washbtcto November 30 Senator Vestacommiftee which has been investigating the dressed beef business resumed the examination of witnesses this morning Armour of Chicago the first witness said he had been in the beef business all his life The dressed beef business began to be itn I portent ten years ago For two or three years it bad not been remunerative The methods had to he studied and the business learned la 18Si or 1882 it had become a paying business Prices are lower now said the witness than they were When ho began tbe dressed beef bnsness In range cattle the decrease in prices however had not been so great by 40 or 0 per cent Armour was asked to what he attributedattributed the decrease in prices He said he had prepared a written statement which would give ins views Quinn one of Armours young men as he termed him read aloBg statement which included the figures of the business for a term of years and the comparison of prices at Chicago in 1883 and 1831 The latter as it was asserted in the paper showed a reduction in the prices ot canned beef products of SO per cent In con elusion the statement denied that Armour Co engaged in any combination whatever to fix the price to be paid lor cattle ot the price ior which the product should be sold Vest then discussed with the witness the combination of pa Jters to fix prices betterand the cuts to prevent the decline from an oversupply Tbe witness said that this combination included other packers and that they all made the same prices Well then dont you destroy the operation ot the law of supply and demand No sir I dont think we do With whom do you fix these prices That I decline to state untd after consulting my attorney he responded Witness Armour admitted being a member of the hog packing pool pi 1886 in Chicago lie paid 25 cents a hog for the privilege of killing them There was no limit to the number he killed There were eighteen firms and persons interested in tbe agreement Have you any agreement with any person as to the prices tbat shall be charged in certain districts 1 Absolutely none Is there any agreement as to the division of territory 7 The witness declined to answer The abstract given of the dressed beef business of Armour fc Co daring 1883 tbe year in which it was alleged tbat according to this statement the profits of the business were Immense and in which the nubile agitation oc curred which resulted in the appoint ment oi tne recent heavy rains bare played havoc with Kentucky street and Bail road avenue the main thoroughfares leading to Butchertown and at the present time the roads are almost impassable for heavily loaded teams The mud in places is axle deep and nowhere alongKehtucky street can a dry spot be found It it mud mud everywhere The sad condition ot the road works a serious hardship upon residents in Butchertown and South San Francisco This Is particularly true ao far as the butchers are concerned all of whom looked forward to the holiday season and the increased haulings tbat it brings with great anxiety The condition ot the street renders it necessanr to use more teams and haul lighter loads and this expense the butchers maintain they cannot bear without sustaining heavy losses Where two horses were amply sufficient to draw a meat wagon dor imr the dry months eight horses are now employed and even tbat number ot animals insufficient at many stages of the road The loss of time also block last night to consider the dispute between the Oakland and San Francisco clubs over the cham pumshipv The committee Is composed of five members the president and the managers of the San Francisco Oak land Stockton and Sacramento clubs but as the first two clubs were interested parties its representatives took no action The history of the trouble is as follows inety five games had to be played for the championship and when Oakland and San Francisco faced each other at the Haight street ground last Sunday each had won ninetv four and each was determined to let slip no chance to win the last According to the rules tbe game must begin at 2 At 2 03 Sheridan the official umpire ordered it to begin but gave the clubs five minutes to prepare At 2 13 oclock tbe San Franciscos who were tbe outs went to their places But just then their manager Finn noticed that three of the Oakland players did not regularly belong to the ciao van uaitrenwas or toe stock tons Brown of the Itew Yorfcs and Carroll of tbe Sacramento Ftnn at once objected aud called his men in from the held As he refused to play tbe umpire awarded the game to Oakland by a score of 9 to 0 The question then was whit to first witness was President Mone Me ssld that ha believed it to be an exhibition game and did not know that any one was claiming the opposite at tbe time He heard it so said the next day but did not say anything Langenderfer testified thai Finn had told him it was a championship game Sheridan the umpire testified that if tbe 9 to 0 game was illegal he did sot think Oakland could take tbe pennant on tbe 5 to 4 game If both parties had agreed they could hare set aside the first game and counted only the second A rule of the California League forbade members to play with a suspended or black listed player A player cannot play unless he ia in the state by August 25th Robinson said he had told the Stockton team that he did not care whom It played Carroll had told him that the Sacramento ot all the bonds except those for the purchase of the balance of the electric light plant The total number of rotes cast was 654 about one third the number polled at the last Presidential election Of this number the school bonds received 57z the City Hall site bonds 41 tbe fire bonds 50o and the electric light bonds434 or two rotes less than the necessary two thirds rote required by law It was
